The second plenary meeting of the 13th-tenure Party Central Committee concluded in Hanoi on March 9 morning after nearly two days of working, completing all of the set agenda items.
In his closing remarks, Party General Secretary and State President Nguyen Phu Trong highlighted the sense of responsibility and democracy of the committee’s members during the discussions. The delegates contributed important opinions on proposals, reports and content of the meeting, he said.
The Politburo acquired the opinions and further explained controversial issues, the leader said, adding that the Party Central Committee approved the resolution of the plenum with high consensus.
The Party Central Committee stressed that the tenure’s working agenda should strictly follow the Resolution and documents adopted at the 13th National Party Congress, with the focus placed on the concretisation and leadership to carry out six key tasks.
The top leader said that depending on the specific situation, the Politburo will make timely and proper adjustments in its leadership and direction process.
To well carry out the tenure’s working agenda, he said the Politburo will direct the study and building of an implementation plan, while assigning concrete tasks to organisations and individuals so that the Resolution could be brought into life.
Regarding the introduction of candidates for leading positions of the State, he stressed that the Party Central Committee had discussed democratically, considered thoroughly, selected the most suitable ways and reached high consensus.
During the meeting, the Party Central Committee voted on the introduction of candidates for the posts of State President, Prime Minister and National Assembly Chairperson.
The top leader required a focus on building an action programme and plan to carry out the 13th National Party Congress’s Resolution in association with directing the implementation of Party and political system building, socio-economic development, and defence-security ensuring tasks, and continuing to prepare for the upcoming elections of deputies to the 15th National Assembly and People’s Councils at all levels for the 2021-2026 tenure.
Announcement of 13th Party Central Committee’s second plenum
The 13th Party Central Committee issued an announcement on March 9 after completing all the working programme of its second plenum.
The second plenary session of the 13th Party Central Committee took place on March 8 and 9 in Hanoi, during which the committee discussed and made decision on several items, including the working agenda for the entire term of the 13th Party Central Committee, the introduction of candidates for high-ranking positions in State agencies and other important issues.
Party General Secretary and State President Nguyen Phu Trong chaired the conference and delivered the opening and closing remarks.
Regarding the working agenda of the entire term of the 13th Party Central Committee, the Politburo has instructed the drafting of the working agenda based on the Resolution and documents of the 13th National Party Congress as well as proposals and recommendations of commissions, ministries, sectors, localities and Party Central Committee members.
The drafting and approval of the working agenda for the entire term of the 13th Party Central Committee have great importance as it outlines the orientations, content and steps for directing the implementation of the 13th Congress’s Resolution.
In this spirit, Party Central Committee members took time to study, debate and reach agreement on selecting the most important and necessary issues for the working agenda, thus ensuring the close and harmonious combination of tasks with socio-economic development as the central task, Party building as the key task, cultural development as the spiritual foundation, and ensuring defence-security as the regular and very important task, towards the successful implementation of the resolution with general goals and six key missions.
Regarding the introduction of candidates for high-ranking positions in State agencies, the Party Central Committee engaged in democratic discussion and thorough consideration and reach high consensus on the nomination of candidates for the positions of State President, Prime Minister and Chair of the National Assembly.
The committee also contributed opinions on the nomination of candidates for a number of leaders of State agencies to be submitted to the National Assembly for electing or approving in accordance with the Constitution and the law.
The Party Central Committee appealed to the entire Party, people and army to enhance unity to build on important achievements of 2020 and the 12th tenure of the Party and make efforts to overcome all difficulties and challenges to fulfill socio-economic development tasks for 2021, while preventing and controlling the COVID-19 pandemic as well as making urgent preparations for the success of the election of deputies to the 15th National Assembly and all-level People’s Councils in the 2021-2026 tenure.
Party Central Committee adopts resolution of second plenum
The second plenum of the 13th Party Central Committee wrapped up on March 9 after two days of sitting with the adoption of the meeting’s resolution.
At the closing session, Vuong Dinh Hue, Politburo member and Secretary of the Hanoi Party Committee delivered a report on the Politburo’s consideration and response regarding opinions and contributions from the Party Central Committee’s members to the working agenda of the Party Central Committee for the entire 13th tenure.
The Party Central Committee also listened to a report on the Politburo’s consideration and explanation regarding ideas contributed by the committee on nomination of candidates for a number of leadership positions in State agencies in the 14th tenure from 2016-2021 and the 15th tenure from 2021-2026. The report was presented by Politburo member and Chairman of the Party Central Committee's Organisation Commission Pham Minh Chinh.
The committee voted on the introduction of candidates for the positions of State President, Prime Minister and the Chair of the National Assembly in the 14th tenure from 2016-2021, and the 15th tenure from 2021-2026.
The committee members then wrote down in their ballots their nomination of candidates for a number of leading positions in State agencies in the 14th and 15th tenures.
The Party Central Committee approved a resolution of the second plenum, and Party General Secretary and State President Nguyen Phu Trong delivered closing remarks./.
