VietNamNet Bridge – The Central Committee of the Communist Party of Vietnam convened its 10-day conference in Hanoi on May 2.

Delegates are scheduled to discuss a number of key issues, including completing the political system from the central to grassroots levels and strengthening the Party’s leadership role in the mobilisation work.

They will spend time giving opinions on the draft amendments to the 1992 Constitution, reviewing one year of implementing a Party resolution on Party building, and considering high-level personnel plans.

They will also examine ways to respond to climate change and boost the protection of natural resources and the environment.

In his keynote speech, Party General Secretary Nguyen Phu Trong asked the delegates to find causes and solutions to inefficient Party leadership and State management in several localities and organisations, slow restructuring of the Fatherland Front and socio-political organisations, and inefficient administrative reform.

He underlined the need to strengthen the Party’s leadership role in the mobilisation work to address challenges in the new circumstances.

Trong pointed out weaknesses in the mobilisation work, saying there is sometimes a lack of close collaboration between organisations within the political system; and some Party, fatherland front, and people’s organisations and administrations do not bear full responsibility toward the work.

They are yet to operate efficiently and live up to people’s expectations, he said.  

To strengthen the close-knit links between the Party and people, Trong said the Party must devote itself to caring for people’s physical and spiritual lives, and respecting and promoting their mastery rights in society.

It is imperative to consolidate and build strong and healthy Party organisations and administrations by combating negative effects among ranking officials and Party members to ensure the Party is the leader and the faithful civil servant of the people, he said.

The Party leader welcomed the initial results of collecting public opinions on the draft Constitution amendments, saying this is an important political activity aiming to build a socialist law-governed state of, by, and for the people under the leadership of the Communist Party of Vietnam.

All State power belongs to the people, with the alliance of workers, peasants and intellectuals forming the core. State power is consistent in the way that there is the assignment, coordination and control among agencies in exercising legislative, executive and judicial rights, and in developing the socialist-oriented market economy.

He said the Party Central Committee will consider these opinions and examine other contentious issues of public concern.

As Vietnam is one of the countries most vulnerable to climate change, Trong said the conference will spend much time discussing and setting out specific orientations toward sustainable development till 2020 and beyond.

To this end, he urged Party organisations, State agencies, business communities and people from all social strata to be fully aware of their role and responsibility for combating climate change.
