VietNamNet Bridge – The 2nd Plenum of the Party Central Committee ended yesterday, July 10, after agreeing to a list of 24 ‘crucial' issue groups that need to be prioritised to meet requirements set by the Party's 11th National Congress.

Committee members added three groups of issues to the draft list which was created before the meeting, including issues related to following Party regulations; a five-year term to review actions under the Central Committee's resolution on the prevention and fight against corruption, bribery and waste; and a ten-year term review of actions under the resolution on ‘strategies to protect the Fatherland in the current situation'.

Speaking at the closing ceremony of the Plenum, General Secretary Nguyen Phu Trong praised the attendants for their active participation and straightforward and democratic discussions.

During the five-day Plenum, the Party Central Committee put great emphasis on critical issues that the 11th Party Congress had named, such as activities to finalise revisions to the Constitution, human resource development, infrastructure building, boosting construction, improving the quality of the Party, perfecting the political system, actions to fight corruption and waste of public resources, and diversifying leadership methods among the country's leaders.

Improving

Committee members passed working regulations for the Central Committee, the Politburo, and the Secretariat of the Party's 11th tenure. The regulation will be the most important guiding document for creation of the Party statute and improvement of Party leadership methods. This new regulation was adapted from a previous version with some changes to issues related to organisation, the roles of the Central Committee's Inspection Board, and the responsibilities of board members.

Trong said that if followed, the regulation would be a great tool for boosting democracy within the Central Committee, the Politburo, the Party's Secretariat and the Central Inspection Board while increasing individual responsibility, particularly among board and committee leaders.

Constitution revision

The attendants agreed that any revision to the 1992 Constitution needed to be based on a thorough assessment of how the 1992 Constitution had been implemented while following this year's revised Platform on national construction during the transitional period towards socialism, and other documents approved during the 11th Party Congress.

The Plenum affirmed the nature and overall model of the political system and State apparatus emphassing Viet Nam is a socialist State governed by law of the people, for the people and by the people, led by the Communist Party where the people completely hold the power. The Communist Party is the vanguard and a loyal representative of the workers and the working class as well as all Vietnamese people. It follows Marxism and Ho Chi Minh Thought. It is the leading organisation of the country and society.

They said the constitution needed to reflect a socialist-oriented market economy, respect and protect human rights, democracy and citizen rights while improving law enforcement and strengthening national unity.

The general secretary also said the revision of the constitution had to be implemented scientifically under the supervision of the Party. Revision needed to ensure the participation of researchers and experts as well as call widely for contributions from citizens without letting the hostile forces carry out distortion and sabotage.

Personnel

In regards to personnel in the new Government, Trong said the central committee had thoroughly studied and decided on the most reasonable plan with a high ratio of agreement. The decision was made in line with the personnel direction called for in the Party's 11th Congress, which considered the real needs and the available staff of the Party. The Politburo would base itself on the Central Committee's decision to instruct lower-level units to complete the nomination process for Government leaders before submitting them to the National Assembly for approval.

Inflation control

The Central Committee also reviewed the country's situation and the work carried out by the Politburo in the first six months of 2011. It appreciated the Party's great effort to maintain reasonable economic development, enjoy a huge increase in export turnover and a positive shift in the foreign exchange market. It said social development was well focused with increased State funding for the social welfare system while more jobs had been created. The Politburo and Government also made good and timely decisions on issues regarding the complexity of border issues in order to maintain peace, sovereignty, national interests, and political security and social order.

Committee members, however, also said the country would face many development challenges in the last six months of the year and in 2012 because of current economic problems combined with complex and unpredictable influences from outside factors. Trong said the situation called for persevering efforts to control inflation, stabilise the macro-economy, maintain social welfare and implement the foreign policy by diversifying international relations while protecting the nation's sovereignty, interests and development.
