According to the police announcement, the restriction is due to his involvement in a case currently under investigation by the Criminal Investigation Agency of Thanh Hoa Provincial Police.

The travel ban is effective from September 11, 2025, until January 6, 2026.

Authorities have not yet released details about which specific case Hung is allegedly connected to.

Hung currently resides in Dong Quang Ward, Thanh Hoa province. His academic credentials include a PhD in Philosophy, a Master's degree in Social Sciences and Humanities, and a Bachelor's in Political Science.

Before being appointed Deputy Head of the Central Organization Commission, Hung served as the Party Secretary of Thanh Hoa province.

On January 30, 2021, during the 13th National Party Congress, he was elected as a member of the 13th Central Committee of the Communist Party of Vietnam for the 2021-2026 term.

In early September 2024, the Politburo appointed him as Deputy Head of the Central Organization Commission.
