This is a good question and people expect that the 12th National Party Congress will discover the answer. It is time for us to look at this truth to have a satisfactory answer to develop the country.

Be brave and innovate

We should not be satisfied with ourselves to say that we have made great progress compared with the past, with the miserable time. It is better to compare ourselves with other countries which have the same starting conditions to have an objective view. Therefore we can listen to constructive ideas and the right solutions.

In daily life, the farmers will change their crops and domestic animals if these trees and animals don’t bring high profit. Real life is the measure of every argument. No forces cans sully or oppose our Party and State if our society is good, transparent and democratic and our people have a prosperous life.

Each Party Congress, the Party introduces its political program. It is expressed in two forms: the program for a certain period, 20 or even 40 years, and the program for a term, represented by political statements.

The political program leads the action of the country. It shows the way for development. We talk much about the law of movement and development of objective reality, and the enormous role of the perception and influence of humans.

With the same conditions and circumstances, why do some countries develop well while others are stagnant and the people live in misery? In the same country but with this leader, that country attained many achievements, but with another leader, it collapsed?

It is right awareness, right leadership and proper awareness of the rule. We cannot say that we go on the right path but our society develops slowly, and we have right policies but our society lags behind.

Innovation is overcoming ourselves and abandoning old dogmas, which are familiar things but are not benefiting the nation, contrary to the rule. The other voices that come from the heart and reality must be considered.

The political program is for the long period while the Congress resolution is for each term, each step. We often talk about the vision and we are very good at the vision but the reality is a prerequisite.

Each term lasts for 5 years. The resolution of each term should address the specific matters of the daily life during that period. We must set specific goals and specific issues for each term, not use general abstract terms.

Building a country is the effort of an entire people, of many generations. We must try to promote the strength of consensus of the whole nation, including overseas Vietnamese.

It is necessary to boldly renovate our awareness and methods because if we keep holding the old thoughts, we will still lag behind.

After more than 30 years of innovation our country has made great progress. However, "economic development is unsustainable, not commensurate with the potential," as pointed out in the draft political report.

Backwardness, stagnation is present; if there is no breakthrough and a second reform, lagging behind will be more visible.

Each Party Congress, people expect new breakthroughs for development, which is their trust in the Party.

People have followed the Party, and have protected and sheltered Party. The Party belongs to the nation. All the party's victory can only be achieved with the people’s support.

Currently, the existing risk is the decline of people’s trust in the Party. Without proper awareness and suitable solution, that risk will become more serious. Let's look at the issue of interest.

Certainly, in the resolution and policy of the Party, the interests of the people and the Party are one, as companions together. The Party and the people, the people and the Party are inseparable.

But in fact some people have done differently. They are worms or "flocks of worms," as President Truong Tan Sang said. Personal interests and group interests will ruin the party’s credit. Actually, the people are angry with some of the officials and Party members in power who are retrograde and degenerate. They, in the name of the Party and organizations, committed wrong acts to enjoy many privileges.

People look at these people, these flocks of worms, to assess the Party because these people are Party members and officials. They have tarnished the lofty values that the Party has built.

Many policies of the Party are very good, such as projects for the poor, and projects to revoke land for building welfare and public works, but they are exploited by “worms” to benefit themselves or their relatives and interest groups.

The wrongdoings committed by these “worms” have affected the Party’s prestige. This is a real risk. We must recognize these risks clearly and resolutely overcome them to regain the strength of the Party, to turn the people’s power into the power that makes the victory.

The personnel work of the Party is of primary importance. If the Congress can select persons who devote themselves for the people, who put national interests over personal interests, the country will further develop.
