VietNamNet Bridge - In his closing remarks at the 13th conference of the Party Central Committee, General Secretary Nguyen Phu Trong said the conference focused on discussion and comments on reaching high consent on the draft documents submitted to the 12th Party Congress.

The preparation of the documents has been completed as requested. The documents make frank assessment of the implementation of the Resolution of the 11th Party Congress; and specify the achievements, the limitations, and the shortcomings as well as the causes and lessons learned from experience.

Also, the documents analyze and forecast the situation of world and the country in the coming years;  and identify the targets, orientations, tasks and solutions to promote comprehensive reforms in order to rapidly building and developing the country in a more sustainable way.

General Secretary Nguyen Phu Trong said that, in the field of economic - social development, the documents focus on the direction to develop the socialist-oriented market economy: renewing the growth model and restructuring the economy; promoting industrialization and modernization, and development of human resources; applying advanced science - technology; improving effectiveness and efficiency of social management; implementing social progress and justice; enhancing resource management and environmental protection; and taking initiative in the prevention of natural disasters, and responding to climate change.

The documents also emphasize the policy of developing the commodity economy with many economic sectors,  operating under the laws of the market economy, with modernity and international integration; the market plays an important role in the mobilization and efficient allocation of resources for development, acting as an impetus to free production.

The State plays the role of orientation, building and perfecting economic institution, creating a fair, competitive, transparent and healthy environment; using tools, policies and resources of the State to regulate the economy, promote the production, business, protect the environment, and practicing social progress and justice.

During the development process, it is a must to maintain macroeconomic stability, vigorously promote the effective combination process of development in the width and the depth, focusing on development in depth; improving the quality of growth and competitiveness on the basis of improving labor productivity, application of advanced science - technology, improving the quality of human resources.

Restructuring agriculture, building the agriculture of comprehensive development, promoting industrialization and modernization of agriculture in connection with building the new-style countryside, improving people's lives; and innovating, restructuring the market of public services, especially healthcare, education - training, science - technology, culture - society.

Renewing political system must be more consistent with economic reform

Regards to the building of the Party and the political system, the documents better define the need and innovative orientations in organization and operation of the political system to be more consistent with economic reforms in terms of organization, content and the mode of operation.

Continue to build and perfect the socialist law-governed State, to exercise democracy, compliance with the rule of law and to create positive and more effective changes are also emphasized.

Other features include: building the State on the legislative, executive and judiciary aspects, associated with complete renovation of the local governments and the Vietnam Fatherland Front, social-political organizations in the streamlined, effective and efficient way; Focusing on perfecting institutions and organizations, strictly implementing the law according to the principles and provisions of the Constitution 2013;

Affirming the necessity and validity of the issuance and perseverance, determination in implementing the 11th Party Congress Resolution on Party building; stepping up the fight against corruption and waste; preventing political, ideological, moral and lifestyle deterioration; building the strong and clean Party, particularly in personnel and leadership.

The documents underline the need, the duty to continue improving and strictly implementing the power control mechanism, to prevent the abuse of power and violation of discipline; Promulgating and implementing the rules, regulations and mechanisms in personnel and organizational tasks; ensuring consistency, synchronization between the stages, between different levels; reforming the methods to recruit and appoint officials;

Developing mechanisms and policies for organizations, Party members and people to discover, recommend the talent to the Party and the State; implementing the policy on unified payroll management in the whole political system.

Review of the leadership and direction of the Central Party Committee

Referring to the review of the leadership and guidance of the 11th Party Central Committee, the conference said that in the last term, in the context of many difficulties and challenges, the Party Central Committee, the Politburo, and the Secretariat have always closely followed the views, guidelines and concretized many important contents of the political program, strategy, and the Resolution of the 11th Party Congress.

These bodies have developed and supplemented the working agenda consistent with the real situation in order to focus on leading the entire Party, people and army to overcome difficulties and challenges, comprehensively boosting the renewal process, promoting the strength of great unity, making the right decisions, solving many important problems in economic and social fields, defense, security and foreign relations; and building and reorganizing the Party and the political system, achieving enormous success.

In the context that the global economy recovered more slowly than forecast, along with the public debt crisis, increasingly fierce competition among major countries in the region, complex developments in the East Sea and difficulties inside the country that had an adverse impact on the economy and society of our country, the Central Party Committee, the Politburo and the Secretariat flexibly adjusted in a timely manner the focus of direction and policy towards giving priority to curb inflation, stabilized the macro economy, and maintained reasonable growth and ensured social security.

The economy continued to stabilize and grow, the country's economic potential was raised; economic growth reached a fairly high rate; inflation in 2015 was controlled at a low level compared to recent years; innovated the model of growth, restructuring the economy and implementing three strategic breakthroughs with some initial results; education and training, healthcare, science and technology, culture, society continued to develop; people's living standards improved.

Facing new developments, the complexity of the international and regional situation, the Party Central Committee, the Politburo, and the Secretariat were calm and sober in handling situations wisely, and correctly, and were determined to fight for independence and sovereignty of the country, maintaining political – social stability; and took initiative in international integration, ensuring an environment of peace and stability to the country's development. The position and prestige of Vietnam in the international arena highly improved.

The task of building the Party and the political system achieved many important results, especially the implementation of Resolution 4 on Party building. The leadership and the Party's fighting capacity constantly improved.

The Party Central Committee, the Politburo and the Secretariat closely directed the building and promulgation of Constitution 2013 and the laws to guarantee timely institutionalization of the Political Program and Resolution 11 of the Party Congress. The operation of the National Assembly, Government, judiciary body, the administration, the Vietnam Fatherland Front and mass organizations at all levels was innovative and more efficient. Socialist democracy and the strength of national unity continued to be promoted.

“The results achieved in the last term were due to efforts of the entire Party, people and the army, of the whole political system under the leadership of the Party. The Party Central Committee, the Politburo and the Secretariat are always steadfast, firm in politics, keeping with the principles of democratic centralism, solidarity and unity, to uphold accountability and promote the general power of the country, taking advantage of international support, assistance and cooperation," the General Secretary said.

In the spirit of frank self-criticism and criticism, the Central Party Committee also pointed out limitations and weaknesses.

The task of forecasting, planning and organizing the implementation of the Party’s policy is still inadequate.

Macroeconomic stability was not solid; Economic growth did not achieve the goal; productivity, quality, efficiency and competitiveness of the economy remained low.

The institutionalization and organization of the implementation of the resolution remained a weakness. The implementation of the policy on renovating the growth model and restructuring the economy was slow, without fundamental changes.

"The prevention of the degradation of political ideology, morality and lifestyle of a number of officials and Party members failed to meet requirements. The fight against corruption and waste did not have significant changes. The results  of administrative reform and judicial reform was not clear ... " the General Secretary said.

Based on these reviews, the Central Party Committee learned some serious lessons that could be used to perform better in the future.
