VietNamNet Bridge – According to the Resolution that was approved by the National Assembly (NA) on November 23, the process of collecting people's opinions on the amended Constitution will start from January 2013 and will last for three months.





According to Chairman of the NA’s Legal Committee Phan Trung Ly, a number of NA members recommended to early collect people’s comments from December this year in order to give more time for comment collection.

Ly said that the previous amendments to the Constitution had different time for collecting people's opinions. It is four months for the Constitution 1959 and the Constitution 1980, two months for the Constitution 1992 and 1.5 months for the amendments to the 1992 Constitution in 2001.

This time, the NA Standing Committee proposed a three-month period for this task to ensure broad implementation while ensuring the time for research, acquisition and settlement.

The collection of people's comments will start from January 2 to March 31, 2013. The amended Constitution will be discussed at the fifth NA session in May 2013.

People can contribute their opinions by sending written documents to relevant agencies, directly making comments at conferences and workshops, through the NA website and the mass media.

According to the newly issued resolution, local news agencies are responsible for opening columns on the draft amendments to the Constitution 1992 and fully cover people's comments.

The NA also called overseas Vietnamese to actively make comments on the amendments.

The comments will be sent to the Constitution Drafting Commission. This agency will summarize and report to the National Assembly for consideration and decision.

It is expected that the draft amendments to the Constitution will be discussed at the 5th NA session and passed in the 6th NA session, in 2013.
