Tra is also the first female Minister of Home Affairs in the past 75 years, since the establishment of the Ministry of Home Affairs.

Of the total 28 cabinet members, there are two women: Minister of Home Affairs Pham Thi Thanh Tra and Governor of the State Bank of Vietnam Nguyen Thi Hong.
Hong is also the first female Governor since the establishment of the State Bank of Vietnam. Her appointment was approved by the National Assembly on November 12, 2020.
At the beginning of the 2016-2021 term, there was another female cabinet member – former Minister of Health Nguyen Thi Kim Tien (2011-2016). Tien was the only female minister from the beginning of the term until she was assigned a new task (November 22, 2019).
In the 2011-2016 term, besides Tien, the Government had another female member - Minister of Labor, War Invalids and Social Affairs Pham Thi Hai Chuyen (8/2011 to 4/2016).
Tra was born in 1964 in the central province of Nghe An. She is a member of the Party Central Committee in 12th and 13th tenures. She used to be Vice Chairwoman of the Party Central Committee's Organization Commission, Deputy Minister of Home Affairs, former Secretary of Yen Bai Provincial Party Committee and Chairwoman of the Yen Bai People’s Council.

With the support of the majority of legislators, the National Assembly (NA) on April 8 morning adopted a resolution approving the Prime Minister’s proposal to appoint 12 new ministers and Government members for the 2016 – 2021 tenure.
