They beat Alexandr Binda of Russia and Lodewijk Weststrate from the Netherlands 7-5, 5-7, 10-7 in the first round match in 72 minutes.
They will next face winners of a match between wildcard holders Ken Cavrak and Tom Evans of the hosts and No 8 seed Liam Draxl of Canada and American Zane Khan.
Phuong will continue his singles competition on January 22, playing No 1 Lorenzo Musetti of Italy in the second round.
It is the first time that the Vietnamese have taken part in a Grand Slam for juniors. He is the second Vietnamese athlete to have this opportunity after national No 1 Ly Hoang Nam.
