Speaking at a national workshop on legal issues for building and improving Vietnam’s legal system amid the fourth Industrial Revolution in Hanoi on June 24, the Government leader said training legal human resources must keep pace with new trends of technology development.

He asked relevant ministries and sectors to urgently review the current legal documents to better assess their compatibility with the fourth Industrial Revolution and promptly propose directions for amendments and supplements.

PM Phuc requested the Ministry of Justice to focus on studying and putting forth specific issues as well as solutions to speed up the building, issuance and effective implementation of laws.

Meanwhile, he asked the Ministry of Planning and Investment to soon complete and submit to the Government for consideration and promulgation of a national strategy on the fourth Industrial Revolution, and closely coordinate with the Ministry of Information and Communications to build and complete a national digitization project.

The PM urged the Ministry of Public Security to urgently complete a national identity database, serving as a foundation for e-identification and e-authentication, and information sharing in a safe and effective manner; and soon fulfill guidelines for the implementation of the Law on Cyber Security, thus ensuring both digital social-economic development and network security.

He asked the State Bank of Vietnam to assess the impact of appearance and circulation of digital currencies or e-wallets, thus proposing appropriate policies, and soon submit to the Government for the issuance of regulations on new forms of capital mobilization and credit.

The Ministry of Information and Communications should focus on improving institutions, policies and laws to promote the development of information technology infrastructure, soon deploy 5G network and meet requirements of the application of the Internet of Things (IoT) as soon as possible, and coordinate with the State Bank of Vietnam in promoting e-payment, with new forms of payment via mobile (mobile money) or e-wallets, he said.

Vietnam is standing in front of a great opportunity to realise its aspiration for a prosperous and powerful nation if it can effectively apply core technologies of the fourth Industrial Revolution such as artificial intelligence, IoT, big data, block technology, cloud computing into socio-economic development, he stressed.

The government leader affirmed that the quality of Vietnam’s economic growth has improved remarkably in recent years, and a number of technological enterprises have enjoyed spectacular growth and become prestigious brands such as Viettel and VNG.

The PM asked relevant agencies to identify exactly legal issues related to technologies, in order to build the nation’s effective legal system amid the current revolution.

Hosted by the Ministry of Justice, the workshop began a national discussion on the future of the legal system in the context that the fourth Industrial Revolution has strongly impacted on Vietnam’s socio-economic development.-VNA
