On the afternoon of October 30 (local time) in Riyadh, Saudi Arabia’s capital, Prime Minister Pham Minh Chinh attended and spoke at the 8th Future Investment Initiative Summit.
Highlighting the summit’s significance, often referred to as the “Davos in the Desert,” the Prime Minister praised the theme “The Infinite Horizon: Investing Today, Shaping Tomorrow.”
Investment for development needed everywhere
According to the Prime Minister, the summit provides an excellent opportunity to discuss, share, and propose investment cooperation initiatives that transcend limitations to achieve sustainable, prosperous futures.
The Vietnamese leader noted that today’s world trends toward political polarization, market diversification, green production, and digitalization-all impacting every nation, region, industry, and individual.
These trends, he emphasized, require everyone to work together with a holistic, inclusive, and global approach.
“We are all aware of the necessity to invest effectively, responsibly, and with a future-oriented vision to ensure sustainable, inclusive, and prosperous growth for nations and their citizens, for a happier, better life for everyone,” the Prime Minister stated.
An especially important point, he added, is to "avoid politicizing development investment." Every place must focus on encouraging all forms of development investment, particularly in science and technology, innovation, human resource enhancement, digital and green transitions, and climate action. This approach maximizes each nation’s unique strengths, pushing forward toward an “infinite horizon.”
Investing today to shape tomorrow
Vietnam hopes that international partners, business communities, and investors will assume leadership in guiding development with the principle of “Investing Today, Shaping Tomorrow.”
The Prime Minister emphasized the importance of supporting and investing in developing and low-income nations, ensuring that “no one is left behind” in a better world.
Despite geographic distances, Vietnam and Middle Eastern nations, particularly Saudi Arabia, share a long-standing tradition of friendly relations.
In recent years, Middle Eastern countries have placed Vietnam as a priority in their “Eastward Policy,” creating a strong foundation for mutually beneficial partnerships that elevate ties to new, comprehensive, and sustainable levels in politics, economics, and investment.
The Prime Minister noted that Vietnam and Saudi Arabia share common values and have complementary strengths. Both value time and intellect and prioritize science, technology, innovation, digital and green transformation, circular economies, and climate action.
With their advantageous geographic positions, both nations should work closely to become a bridge fostering cooperation between ASEAN and the Middle East.
Together towards an “infinite horizon”
Vietnam welcomes investors, partners, and the Saudi and Middle Eastern business communities to expand their investments and business activities in Vietnam and with Vietnamese partners, especially in fields where they excel and where Vietnam has strong demand.
These fields include digital transformation, artificial intelligence, cloud computing, IoT, renewable energy, smart cities, intelligent infrastructure, and more.
The Prime Minister reiterated that Vietnam remains steadfast in its policy of attracting resources from both domestic and international sources, particularly in public-private partnerships, ensuring a favorable environment that protects investors' rights and benefits.
Vietnam is advancing its strategic breakthroughs in institutional reforms, creating a transparent, competitive investment climate with reduced administrative procedures. The country is prioritizing emerging sectors and addressing challenges in investment and business.
Currently, Vietnam is developing a modern, synchronized infrastructure network, particularly in transport and logistics, to reduce costs and time, increase product competitiveness, and improve healthcare and education infrastructure to support investor welfare.
The Prime Minister also underscored Vietnam’s commitment to developing human resources, especially high-quality talent linked to scientific and technological advancements and innovation, as key to improving productivity and investment efficiency.
At the same time, Vietnam is investing in national defense, security, and political stability to create a safe and peaceful environment for businesses and investors.
Prime Minister Pham Minh Chinh shared a proverb from Saudi Arabia: “One hand alone cannot create sound,” and quoted Ho Chi Minh’s philosophy: “Unity, unity, great unity – Success, success, great success.”
“We hope and believe that businesses and investors from Saudi Arabia, Vietnam, and worldwide will partner together, embracing the spirit of ‘tomorrow starts today,’ and work together toward the ‘infinite horizon,’ for a world of safe, sustainable, and prosperous development,” the Prime Minister concluded.

Vietnam has signed 17 free trade agreements, opening up markets in over 60 countries and territories.

Vietnam actively and responsibly participates in over 70 regional and international organizations.
