VietNamNet Bridge – The PM has recently requested the employment of specific measures to realize the Party Central Committee’s Conclusion 51-KL/TW on a decisive overhaul of Viet Nam’s tertiary education to meet requirements for industrialization and modernization.

The Ministry of Education and Training is asked to submit development plan on higher education to the PM in Q1/2013.


The Government chief asked the Ministry of Education and Training (MoET) to work with relevant ministries and agencies to research and finalize the project on fundamental and comprehensive reform of education and training to meet the demands for industrialization and modernization when the country is pursuing socialist-oriented market economy and integrating deeply into the globe.

The MoET will be in charge of completing a development plan on higher education to 2020 and submitting it to the PM in Q1, 2013.

It was also required to send to the PM in 2013 a decree on universal education and illiteracy alleviation; a project to upgrade schools, classrooms and teacher offices in 2013-2015 and with an itinerary towards 2020; a decree on criteria to rank higher education institutions.   

He also demanded the MoET to investigate and resolve wrongdoings in private tuition, extra classes, examinations, as well as overspending.

Education quality will be improved at tertiary education, post graduate, non-formal education and joint training programs with foreign partners.

The PM asked the Ministry of Labor, Invalids and Social Affairs to realize the Vocational Training Development Strategy for 2011-2020 to vigorously renew the state management of vocational training and allocate more resources to remote, far-reaching, ethnic minority-inhabited and poverty-stricken areas.  

The Ministry of Planning and Investment was assigned to propose measures to further lure both domestic and foreign investments in the field.

Local authorities were asked to provide land for educational and training establishments and take care of teacher contingents.
