Addressing a plenum session of the forum of OV intellectuals and experts, held within the framework of the 4th World Conference of Overseas Vietnamese (OV), in Hanoi on August 22, Chinh, who is also a Politburo member, said that the country pins expectation and trust on the OV community in the cause of construction and defence of the Fatherland.
The success of the OV community is that of the nation, he stated, stressing that the country is proud of the community, always listening to OVs’ aspirations and highly evaluating their idea contributions.
Regarding orientations for OV affairs in the future, the leader clarified that the work must fully demonstrate and promote the tradition of national great solidarity, stressing that all policies must follow this spirit.
The work must bring into full play the great resources from the OV community and inspire their patriotism, while strongly, positively, and effectively showing the sentiments, trust, and responsibility of the Party and State to the community, Chinh said, underlining that OV affairs must be implemented in a concerted, comprehensive, and inclusive manner, highlighting that the work is the responsibility of the whole political system and the entire people.
Over the three focal points of OV affairs in the time to come, the leader said that the major objectives of the work include supporting the community in settling down, integrating, and strongly developing in the host societies, building a strong community with close bond, and caring for, supporting, and protecting the legitimate rights of the community.
Besides, it is necessary to seek new motivations to foster the connectivity between the OV community and the Fatherland, and continuously renovate methods to support and encourage OVs in contributing to the national construction, he said.
The leader underscored that the Party, State, and Government will always create optimal conditions for OVs and ensure the legitimate rights related to land use, housing, nationality, residency, investment, and business. He reiterated Party General Secretary and State President To Lam’s vow to remove difficulties and obstacle in mechanism, providing optimal conditions for the OV community to contribute to the national construction.
PM Chinh asked the Ministry of Foreign Affairs and the State Committee for Overseas Vietnamese to continue promoting their role as a reliable address for OVs and a bridge for them to get closer to the Fatherland, while diversifying communications and information provision activities, supporting the community in maintaining the Vietnamese language and culture.
He requested ministries, sectors, and localities to listen to and apply valuable ideas from the OV community.
The leader said he hopes the Vietnamese community abroad will stay united and provide creative, breakthrough opinions and specific solutions to further optimise resources from the community for national development.
Particularly, he expressed his hope that OV experts and intellectuals will give recommendations on boosting the growth of science and technologies and new areas such as semiconductor and AI, proposing specific projects, introducing good models for multiplication, and directly engaging in the projects.
Earlier, at a forum on strategy to develop science, technology and innovation serving the national development with consideration of OVs’ recommendation, Minister of Science and Technology Huynh Thanh Dat said the ministry expects that OV intellectuals and experts will actively engage in science, technology and innovation activities at home.
Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc expressed her hope that OV experts and intellectuals will share knowledge and introduce Vietnamese students to join overseas training courses in green growth and green economy and climate change.
Vice Chairman of the People’s Committee of HCM City Vo Van Hoan introduced mechanisms, policies and experience of the city in attracting OV experts and intellectuals./.VNA
