Prime Minister Pham Minh Chinh

Throughout the working visit, attending a series of events, holding talks and meetings at bilateral and multilateral forums, visiting research institutes, universities and meeting overseas Vietnamese, Prime Minister Pham Minh Chinh always emphasized Vietnam’s sincerity, responsibility and mutual trust in its foreign relations.

As an ASEAN country, the aim of the working visit was attending the ASEAN-US Special Summit. Not only performing the works at the multilateral forum, Chinh skillfully expressed Vietnam’s domestic and foreign policies in the US.

Chinh chose to talk about Vietnam’s domestic and foreign policies at two very important agencies, which have an influence on the formulation and implementation of US policies for Southeast Asia.

This is a special feature of the diplomacy art. Chinh showed what Vietnam wants to agencies which have a strong voice and give advice directly to the US cabinet. Prime Minister Pham Minh Chinh was the only ASEAN leader who delivered a speech there.

Chinh had a presentation at the Center for Strategic and International Studies (CSIS) about Vietnam’s foreign policy. He gave in-depth analyses about Vietnam’s standpoints, policies and diplomatic behaviors in the international arena. 

The affirmation that Vietnam doesn’t lean towards one side against the other, but always stands on the side of justice for peace and progress, can demonstrate Vietnam’s consistent foreign policy for independence, self-reliance, diversification and multilateralization of international relations.

Chinh’s speech highlighted the message of a reliable, sincere and responsible Vietnam in the international community.

Regarding domestic policy, Chinh delivered a speech on Vietnam's economic development and international integration policy at Harvard University, where there is a research program on Vietnam at the Kennedy School of Public Policy.

All of the intentions, purposes and desires to show Vietnam’s current situation, development path, and investment attraction policies to the world were explained fully by Chinh.

CSIS and Harvard University are the home to the top "brains" of scholars in public policy and political science. The new materials and data about Vietnam presented by Chinh will be an important premise with high theoretical value for experts and strategic planners of the US to give advice and propose to high-ranking officers of the White House policies on security, national defense, foreign affairs and cooperation in the Asia Pacific region in general and Southeast Asia in particular, including Vietnam.

Over the past two years, most of the Party and State's foreign activities have been suspended due to the Covid-19 pandemic.

Therefore, Chinh’s working visit to the US has important significance, which allowed him to explain Vietnam’s domestic and foreign policies shown in the Resolution of the 13th Party Congress and turn the policies into reality, thereby affirming Vietnam’s position, prestige, responsibility and sincerity.
