Colonel Ha Van Bac, Deputy Director of the Department of Cybersecurity and High-Tech Crime Prevention (A05) under the Ministry of Public Security, emphasized that combating online fraud is not solely the responsibility of the police but a collective duty of the entire digital ecosystem to build a safer internet space in Vietnam.

On October 14, A05 officially launched the nationwide campaign “Fight Online Scams 2025 – Slow but Safe.” The initiative is supported by the National Cybersecurity Association (NCA), TikTok Vietnam, VCCorp, digital content creators, and major media outlets.

As online scams become increasingly sophisticated, the campaign will run nationwide from October to December 2025, aiming to equip the public with knowledge, skills, and tools to detect and prevent fraudulent activities in the digital space.

The campaign’s core message revolves around the 3C safety formula: “Slow for Certainty – Safer Online.”

The 3Cs include:

Chậm (Slow) to verify: always confirm information sources before sharing or transacting.
Chặn (Block) to prevent risks: recognize red flags, secure accounts, and enable device safety settings.
Chắn (Shield) to protect the community: report suspicious behavior, support one another, and work together to maintain a safe online environment.

The initiative has received enthusiastic support from online platforms, civil organizations, media companies, and digital content creators.

Colonel Ha Van Bac praised the proactive collaboration of tech companies and digital platforms: “In recent times, platforms like TikTok and Google have helped spread cybersecurity messages to tens of millions of users. This demonstrates that fighting online fraud is not just a police matter but a shared responsibility across the digital ecosystem. We hope this proactive spirit continues to grow, helping us create a safe, transparent, and trustworthy online space in Vietnam.”

Campaign activities and digital collaboration

From October to December, the campaign will roll out a series of communication, warning, and public engagement activities nationwide.

These include:

Producing documentaries and news features across media outlets highlighting scam detection and prevention
Sending safety warnings and guidance via messages and email to millions of TikTok users in Vietnam
Displaying real-time alerts when users search scam-related terms on TikTok
Collaborating with experts from A05 and the NCA to produce educational content

Additionally, both online and offline workshops and seminars will be held to share knowledge, improve scam detection skills, and offer tools for handling suspicious scenarios.

The campaign also launches hashtag challenges #ChamMaChac and #LuaDaoTrucTuyen, encouraging the community to create short videos sharing tips, personal experiences, and awareness content.

Three key videos styled in a youthful, trend-savvy manner will be released to engage the young audience and boost campaign interaction.

All these efforts aim to raise public awareness and equip every citizen with the skills needed to navigate and protect themselves in the digital space.

Vu Duy Hien, Deputy Secretary General of the National Cybersecurity Association (NCA), stated: “Education and awareness are the keys to empowering people to protect themselves. This campaign, with guidance from A05 and participation from creators and the community, is a powerful communication model. When we embrace the ‘Slow but Safe’ mindset, each of us becomes a solid link in the collective defense against online fraud.”

Our responsibility extends beyond communication to applying our technological strengths in real-time intervention. This campaign is a concrete step to fulfill our commitment to equipping users with defensive thinking and essential knowledge. The direction from A05, collaboration with NCA, and media support from VCCorp and news agencies have greatly empowered TikTok to better protect its users.”

The “Fight Online Scams 2025 – Slow but Safe” campaign is a continuation of A05’s broader initiatives in cybersecurity awareness and digital safety. It also serves as Vietnam’s practical response to the UN Convention on Countering the Use of ICTs for Criminal Purposes, known as the Hanoi Convention.
