On March 24, Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, issued a letter of commendation to the Ho Chi Minh City Police for their swift and successful resolution of a kidnapping and extortion case led by a group of Chinese nationals.
The letter praised the exceptional achievement, highlighting the courage, ingenuity, professional skills, and determination of the Ho Chi Minh City Police in implementing the directives of the Central Public Security Party Committee and the Ministry of Public Security leadership.
The successful resolution of the case demonstrated effective coordination between local police and specialized units of the Ministry, reinforcing public confidence in law enforcement.
Details of the kidnapping and rescue

To date, the Ho Chi Minh City Police Investigation Agency has initiated criminal proceedings and detained three Chinese suspects who masterminded the crime: Ma Cai (49), Fan GuoHui (39), and Li Chuang (47), along with four Vietnamese accomplices. They face charges of "Illegal detention" and "Extortion."
According to the investigation, Ma Cai had been hired to collect a debt on behalf of a Chinese individual targeting a 37-year-old Chinese businessman residing in Ho Chi Minh City. Ma Cai recruited two associates, Fan GuoHui and Li Chuang, to execute the kidnapping plan.
Ma Cai also hired Le Thi Bich Xuyen (35, from Can Tho) as an interpreter and enlisted the help of other accomplices, including Huynh Van Toan (30) and Nguyen Thanh Vu (31), both from Binh Dinh.
On the morning of February 28, the group tracked and abducted the businessman in District 7, forcing him into a car and driving around before eventually taking him to Long An Province and later detaining him in Hoc Mon District.

The kidnappers demanded that the victim contact his family to transfer 10 million USDT (approximately $10.2 million) to a designated e-wallet for his release. When the victim stated he could not afford the amount, they lowered the demand to 5 million USDT (about $5.1 million).
The victim's family managed to transfer 400,000 USDT, equivalent to approximately $1 million.
During captivity, the kidnappers continuously threatened and intimidated the victim with weapons.
Upon receiving the report, the Ho Chi Minh City Police, in coordination with the Ministry of Public Security and other units, tracked the kidnappers and located the hideout.
Within 12 hours of the initial investigation, the police force stormed a dense forested area, swiftly subduing the suspects and safely rescuing the victim.
Lieutenant General Nguyen Van Long, on behalf of the Ministry of Public Security, instructed the Ho Chi Minh City Police to continue collaborating with other relevant units and local police to expand the investigation, promptly gather evidence, and prosecute the suspects according to legal regulations.
