According to investigators, this policeman, named Vu Van Sau, asked for the grant of identity card for a man named Hoang Van Linh, 37, a citizen of An Tho commune, An Lao district, Hai Phong City.
However, this ID card has the photo of Dong Xuan Phong, 38, a resident of Dinh Tien Hoang Street, Hong Bang District, Hai Phong City, a former official of the Hai Phong Customs Department (who is hunted by HCM City Police for smuggling).
Using this ID card, Phong got a passport to travel overseas many times and successfully helped Duong Chi Dung flee.
Sau, 44, was appointed as the chief police office of An Tho commune in 2010.
Earlier, on May 18, the police decided to arrest Dung for violating the regulations of the state on economic management causing serious consequences.

The same day, the Ministry of Transportation suspended Dung’s party membership.
