The Politburo has agreed to let Mr. Dinh Tien Dung resign from the Executive Committee, the Standing Committee of the Hanoi Party Committee, and from his position as Secretary of the Hanoi Party Committee for the 2020-2025 term, as well as Head of Hanoi’s 15th National Assembly Delegation.

On June 19, at the Party Central Committee Headquarters, the Politburo and the Secretariat met to review and take disciplinary action against Party organizations and members who have violated the Party regulations.

After considering the proposal of the Central Inspection Committee, the Politburo and the Secretariat found that the Party Executive Committee of the Ministry of Finance for the 2016-2021 term violated the principle of democratic centralism, Party regulations, and Working Regulations; and did not fully implement directives from competent authorities.

This agency also showed irresponsibility and lax leadership and direction, allowing the Ministry of Finance and several Party organizations and members to violate Party regulations and State laws.

It failed to perform its assigned functions and tasks in advising, promulgating mechanisms and policies, and implementing state management of the issuance and trading of individual corporate bonds of enterprises, including those belonging to the "ecosystem" of Van Thinh Phat Group Joint Stock Company and An Dong Group Joint Stock Company.

It also faltered in managing the budget related to Tien Bo International Joint Stock Company and its associated enterprises.

The violations and shortcomings of the Party Committee of the Ministry of Finance for the 2016-2021 term have led to serious consequences, including potential significant losses and waste of the state budget and harm to bond investors.

These issues adversely affected the investment and business environment and social order, causing public indignation and reducing the reputation of the Party organization and state management agencies.

The Politburo concluded that Mr. Dinh Tien Dung, a senior Party and State official, had been trusted to hold several important leadership positions. Despite his efforts in directing and operating the Finance sector to achieve significant results during his term as Secretary of the Party Committee and Minister of Finance for the 2016-2021 term, he bears political responsibility for the violations that occurred under his leadership.

This includes his lack of responsibility in leadership and direction, leading to numerous violations and shortcomings within the Ministry of Finance and associated organizations, causing serious consequences and negative public opinion.

Acknowledging his responsibility to the Party and the people, Mr. Dinh Tien Dung submitted his request to resign from his positions and retire.

Considering the nature, extent, consequences, and causes of the violations, and in accordance with Party regulations on disciplinary action against Party organizations and members who violate regulations, the Politburo agreed to allow Mr. Dinh Tien Dung to cease his participation in the Executive Committee and the Standing Committee of the Hanoi Party Committee, and to cease holding the position of Secretary of the Hanoi Party Committee for the 2020-2025 term, as well as Head of the 15th National Assembly Delegation of Hanoi.

The Politburo has reported to the Party Central Committee to allow Mr. Dinh Tien Dung to cease holding his positions according to Party regulations and State laws.

The Secretariat has decided to impose a disciplinary warning on the Party Executive Committee of the Ministry of Finance for the 2016-2021 term.

This decision marks a significant step in addressing the violations and maintaining the integrity of the Party and state management agencies.
