On August 22, 2025, General Secretary To Lam signed Resolution No. 71-NQ/TW of the Politburo on breakthrough development in education and training. VietNamNet presents the full text of Resolution No. 71-NQ/TW:

Throughout the nation’s development, the Party and the State have always regarded education and training, along with science and technology, as top national policies. Numerous major policies have been issued, spurring strong innovation and development in education and training, leading to important achievements.

Vietnam is among 21 countries to have reached the United Nations’ 2030 sustainable development goal on quality education ahead of schedule.

However, education and training still face significant challenges and limitations, falling short of becoming a decisive driver for the country’s breakthrough development. Access to education remains lower than in developed countries, with considerable disparities across regions and social groups. Teaching staff, facilities, and classrooms in many areas do not meet requirements. The higher education and vocational training systems remain fragmented and outdated, unable to adequately provide high-quality human resources and scientific research, particularly in key sectors. Negative practices and formalism are still common in education.

Curricula and educational content are inconsistent, with insufficient emphasis on ethics, physical education, and the arts. These limitations stem primarily from incomplete understanding and implementation of the principle that education is a top national policy and a cause of the Party, the State, and the people. Education management and development thinking have been slow to change, while concepts of autonomy and socialization remain inappropriate. Investment in education is still modest, financial policies lack sustainability, and teacher policies are inadequate. A social mindset that values status and degrees over ability continues to influence personnel policies, while broader social issues also affect education both inside and outside schools.

In a global context marked by profound transformation, especially digital technology and artificial intelligence reshaping education worldwide, every nation must redefine its vision and strategy for future education systems.

Vietnam now faces a historic opportunity for breakthrough development. Building a new generation of Vietnamese citizens with patriotism, national pride, capability, intellect, skills, and health is essential and urgent to meet the demands of national development and defense in the new era.

From this situation, the Politburo directs that the following key viewpoints, goals, and solutions be thoroughly implemented.
