The Inspection Commission of the Party Central Committee said in a statement today, July 7, that the commission had held a session in Hanoi from July 2 to 4 to look into signs of violations and consider disciplinary action against Ninh, formerly a member of the Party Central Committee, and other individuals and organizations in other cases.

During his mandate as a deputy prime minister between 2011 and 2016, Ninh was found to have committed violations and shortcomings in approving in principle the equitization and State capital divestment at the ports of Quy Nhon and Quang Ninh.

Earlier, while serving as Minister of Finance, Secretary of the Finance Ministry’s Party unit, and Chairman of the Management Board of the Vietnam Social Security (VSS), Ninh was negligent in his leadership, inspection and oversight, which led to huge economic losses for the State.

In particular, VSS illegally offered numerous loans from its social insurance fund to the now-defunct Finance Leasing Company No.2 (ALC II), an independent financial arm of the Vietnam Bank for Agriculture and Rural Development (Agribank).

In 2015, the State Audit Office of Vietnam found that the recovery of public debts at ALC II had made no progress. The company still owed the insurance agency over VND769 billion in 12 overdue loans, with interest totaling more than VND735 billion by late 2015. So far, the principal and interest sums have amounted to over VND1.7 trillion (US$73 million).

Many State officials and Party members involved in this case had already faced criminal liability, according to the commission.

The commission concluded that Ninh's violations were severe, tarnishing the prestige of the Party unit and himself. Based on Party regulations, the commission proposed the Politburo take disciplinary action against him.

Disciplinary action against deputy ministers of transport

The inspection commission also decided on disciplinary measures against current and former leaders from the Party unit of the Transport Ministry.

In an earlier session, the Party unit was found to have seriously violated the Party working regulations, have shown a lack of responsibility, as well as have not done right in its leadership, direction and inspections.

As a result, many violations and shortcomings occurred during the execution of the equitization of State-owned enterprises and the divestment of State capital from some businesses under the management of the ministry.

Based on the nature, extent and consequences of their violations, the commission gave warnings against Nguyen Van Cong, Deputy Minister of Transport; Pham Viet Muon, former Vice Chairman of the Government Office; and Tran Ngoc Thanh, former Chairman of the Vietnam Railways Corporation.

Meanwhile, the commission decided to reprimand Nguyen Ngoc Dong and Nguyen Nhat, both serving as Deputy Ministers of Transport, and Nguyen Ngoc Hue, former Chairman of Vietnam National Shipping Lines (Vinalines).

The commission proposed the Party Secretariat consider disciplinary measures against the Party unit of the Transport Ministry during the 2011-2016 tenure, and Nguyen Hong Truong, former Deputy Minister of Transport.

Dong Nai police leaders face tough measures

The Inspection Commission also proposed disciplinary measures against Colonel Huynh Tien Manh, director of Dong Nai Police and secretary of local police party committee, and his predecessor, Major General Nguyen Van Khanh, for their various violations.

The commission concluded that numerous irregularities had taken place among Dong Nai police forces, especially in investigations and settlements of criminal cases, in management and use of weapons, property, finance, and in organizational issues, resulting in criminal implications against many police officers in the province.

Manh and his predecessor Khanh must resume responsibility as leaders of Dong Nai Police, and violations are said to be serious, so disciplinary measures are proposed against them. Several other police officials of Dong Nai are also named in the blacklist. SGT
