During the 2016-2021 term, the State President signed decisions to promote 400 army and 174 police officers.
According to President Nguyen Phu Trong’s report to the National Assembly on the work of the State President in the 2016-2021 term, there were changes of personnel for the Presidency during this time. After President Tran Dai Quang passed away, Vice President Dang Thi Ngoc Thinh became the Acting President from September 23, 2018 to October 23, 2018. On October 23, 2018, at the 6th session, the 14th National Assembly elected Party General Secretary Nguyen Phu Trong as the State President.

During the term, the President strictly followed the process of recommending the National Assembly to relieve from office and elect the posts of Prime Minister, Vice President, Chief Justice of the Supreme People's Court, Chief Procurator of the Supreme People's Procuracy, Vice Chairman and the Commissioner of the National Defense and Security Council.
Based on the resolutions of the National Assembly, the State President signed decisions to appoint five Deputy Prime Ministers, 21 Ministers and other members of the Government for the 2016-2021 term; coordinated with the National Assembly, the Government signed decisions to appoint a number of ministers, heads of ministerial-level agencies when there was a change in personnel.
Specifically, the Minister of Transport, Minister of Information and Communications, the Government Inspector General, the Minister of Health, the Minister of Science and Technology, and Governor of State Bank of Vietnam were appointed during this term.
The President also signed decisions to dismiss 24 and suspend one Government members from work.
The State President decided to award 370,896 medals; 27,249 State titles, including 20,472 Vietnamese heroic mothers, 314 titles of Hero of the People's Armed Forces, and 84 titles of Labor Hero in the renovation era.

The State President sent letters of merit to a number of outstanding groups and individuals; sent Life Cards to 45,763 people with life expectancy of 100 years or more; and signed decisions to grant and re-grant Vietnamese nationality to allow 1,598 people and 24,370 Vietnamese citizens to renounce Vietnamese nationality.
The President also signed decisions to promote the rank of 400 officers of the Vietnam People's Army, including 319 officers from Colonel to Major General, Rear Admiral; 71 officers from Major General, Rear Admiral to Lieutenant General, Vice Admiral; 9 officers from Lieutenant General, Vice Admiral to Senior Lieutenant General, Admiral; 1 from Senior Lieutenant General to General.
The President signed decisions to promote the rank of 174 police officers, including 147 officers from Colonel to Major General; 26 from Major General to Lieutenant General; 1 Senior Lieutenant General to General.
The President decided to send 45 army officers to join the United Nations peacekeeping force in the South Sudan and Central African Republic missions and sent two turns of level-2 Field Hospital (126 professional officers and soldiers) to perform duties at the South Sudan Mission.
The President conferred the title of Ambassador to 55 officials of the Ministry of Foreign Affairs and appointed 112 Ambassadors of Vietnam to countries around the world.
In addition, the State President received the National Letter of 115 foreign ambassadors and received 61 foreign ambassadors and heads of representatives of international organizations.
