VietNamNet BridgeBoats discharging toxic liquid or waste will be fined up to VND100 million (US$4,700), according to new Government Decree 48/2011/ND-CP.


Failure to salvage sunken boats will also be subject to a maximum fine of the same amount.


The decree stipulates fines ranging from VND200,000, depending on the seriousness of violations.


Boats which carry passengers or goods exceeding their licensed capacity will be fined VND60-80 million ($2,800-3,800).

Those employing unqualified workers or failing to provide instructions on the use of safety equipment will be fined VND1-5 million ($48-$240).


Those who fail to hang the national flag will be fined VND1-2 million ($48-95).


Foreign boats which hang ceremonial flags or funeral flags without having instructed the Maritime Administration beforehand or which fail to hang the pennant in a required manner will be subject to fines from VND200,000 to VND1 million.

The decree will take effect from September 1 this year and replace Decree no 62/2006/ND-CP on fines over violations in the marine industry.
