During this pivotal moment, President Cuong expressed his deep emotions, gratitude, and awareness of the immense responsibility he has been entrusted with by the Party, State, and people, following the National Assembly's decision to appoint him as the President of the Socialist Republic of Vietnam.

President Cuong extended his sincere thanks to the Party Central Committee, Politburo, Secretariat, General Secretary To Lam, and other Party and State leaders for their trust in his ability to fulfill this important role. He also paid homage to the late President Ho Chi Minh and honored the immense contributions of the nation’s revolutionary leaders, veterans, Heroic Mothers of Vietnam, heroes, martyrs, and the entire Vietnamese people who sacrificed to build the country's current status, capabilities, and international reputation.

"In February 1975, when the whole nation was focused on liberating the South, I volunteered to join the army with a simple wish: to see the day when the country was unified. My only hope was to return home alive after victory; I never aspired to any rank or position," President Cuong said.

Having dedicated almost five decades to the revolution, he reflected on his path from a young soldier to a senior leader. Despite holding various positions, his loyalty to the Party, State, and people has never wavered. He has always sought to learn, grow, and fulfill his duties, regardless of the challenges.

President Cuong pledged to fully commit himself to his responsibilities, prioritizing national unity and development. He emphasized the importance of building a strong, transparent, and law-based state that serves the people, as well as fostering the great solidarity of the Vietnamese nation.

In his address, President Cuong also highlighted the importance of strengthening national defense and security. He emphasized the need to build a revolutionary, professional, elite, and modern armed force, committed to remaining loyal and trusted by the Party, State, and people.

He advocated for enhancing the "people's heart" in national defense and security, as well as promoting a foreign policy of independence, peace, cooperation, and development. This includes diversification, multilateralism, and proactive international integration to safeguard the nation's best interests.

Looking forward, President Cuong called on the Party Central Committee, Politburo, Secretariat, General Secretary, and all levels of leadership, as well as the entire Vietnamese nation, to support and assist him in fulfilling his duties.

"I have been honored to serve our country for nearly 50 years, and this role is the pinnacle of my journey. I am committed to working tirelessly to build a united, peaceful, and prosperous Vietnam," President Cuong said.
