Putin expressed this in a message to President Truong Tan Sang congratulating Vietnam on the occasion of the 69 th National Day on September 2.

He said he respects Vietnam for its socio-economic and scientific-technological progress, and its emerging role in the global arena, noted the communiqué from the Kremlin.

He highlighted the amicable and constructive bilateral relations following the course laid out during the 2013 high-level negotiations in Hanoi, adding that all efforts undertaken to achieve these common goals will deepen their partnership.

With the establishment of the strategic partnership in 2001, Vietnam and Russia took their tradition of friendship and mutual assistance to the next level.

During Putin’s visit to Vietnam last November, both countries committed to further enhancing their engagements in the spirit of the strategic partnership.

To mark the occasion, the Vietnamese embassy staff in Moscow offered incense to the late President Ho Chi Minh at their head office the same day.

They later laid a wreath at the Ho Chi Minh monument at Ho Chi Minh Square in southern Moscow.
