On December 11, 2024, the National Assembly Standing Committee considered adding law compilation projects into the resolution on building laws and ordinances for 2025.
Deputy Minister of Justice Tran Tien Dung said the Government plans to submit several law projects to the National Assembly for consideration and approval at the ninth session, slated for May 2025, including the resolution on tax exemption of agricultural land use; and the Law on the Promulgation of Legal Normative Documents.
Three other draft laws will also be submitted at the session, including the Law on Personal Data Protection, Press Law (amended), and the Lawyer Law (amended) for opinions before they are approved at the 10th session (October 2025).
The Supreme People's Court has suggested adding the amendment of the Bankruptcy Law to the program.
Regarding the Amended Press Law, Dung said the Government proposes that the law mention four policies: strengthening the management of press activities; enhancing the quality of journalists and media leaders; promoting the journalism economy, and regulating press activities in cyberspace.
The Law is expected to amend and supplement provisions related to the conditions for obtaining press operation licenses, revoking press operation licenses, and state management of local journalism.
It will revise and supplement regulations on standards and conditions for appointment of cadres, duties, and powers of deputy heads of press agencies; and requirements on journalistic professional training and professional ethics before issuing journalist cards for the first time.
There will also be additional provisions in media complex model, collaboration in journalistic activities, and state policies on journalism development.
Chair of the Legal Affairs Committee Hoang Thanh Tung said the National Assembly’s committees of have agreed on the four policies shown in the Government's statement.
However, it is still necessary to conduct research and clarify some issues about relations between the provisions about ‘scientific journals’ and the provisions about ‘print journals’ and ‘electronic journals’.
The National Assembly’s Committee of Legal Affairs has proposed clarifying the punishments on the members of the Vietnam Journalist Association who violate professional ethics and the obligations of “journalists” in joining the association.
Tung emphasized the need to clarify the conception about media complex model to ensure alignment with laws concerning enterprises and public service units. It is also necessary to clarify the form and conditions for journalistic activities in cyberspace, along with management policies on general information websites.
National Assembly’s Deputy Chair Nguyen Khac Dinh said the National Assembly Standing Committee has agreed on the amendment of one resolution and five laws, while the Lawyer Law will be considered in the 2026 program.
