Under Decision No. 689, the prime minister approved the election of Nguyen Manh Quyen, Deputy Secretary of the provincial Party Committee for the 2025-2030 term, as chairman of the Hung Yen People’s Committee for the 2026-2031 tenure.

Under Decision No. 679, the prime minister also approved the election of five individuals as vice chairmen of the Hung Yen People’s Committee for the same term.

They include Nguyen Le Huy, member of the Standing Board of the provincial Party Committee for the 2025-2030 term and standing vice chairman of the provincial People’s Committee for the 2021-2026 term.

Le Quang Hoa, also a member of the Standing Board of the provincial Party Committee for the 2025-2030 term, previously served as vice chairman of the provincial People’s Committee for the 2021-2026 term.

Pham Van Nghiem, member of the provincial Party Committee for the 2025-2030 term, held the position of vice chairman of the provincial People’s Committee for the 2021-2026 term.

Nguyen Hung Nam, likewise a member of the provincial Party Committee for the 2025-2030 term, served as vice chairman of the provincial People’s Committee for the 2021-2026 term.

Lai Van Hoan, also a member of the provincial Party Committee for the 2025-2030 term, held the role of vice chairman of the provincial People’s Committee for the 2021-2026 term.

Earlier, during the first session of the provincial People’s Council, Nguyen Manh Quyen was elected chairman of the Hung Yen People’s Committee for the 2026-2031 term with a high level of consensus.

Born in 1975 and originally from Ung Hoa in Hanoi, Quyen holds a doctoral degree in public administration management.

He previously served as deputy director and director of the Hanoi Department of Planning and Investment, chairman of the People’s Committee and secretary of the Party Committee of Quoc Oai district, and vice chairman of the Hanoi People’s Committee. He was appointed Deputy Secretary of the Hung Yen provincial Party Committee in March this year.
