On January 6, at the Government Headquarters, the Prime Minister chaired the eighth meeting of the Steering Committee on the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee.
This resolution focuses on reorganizing the political system to streamline operations and enhance efficiency.
The meeting was attended by Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, and Bui Thanh Son, alongside ministers and leaders from the State Capital Management Committee and representatives from 19 SOEs.
State capital and enterprise management
The Steering Committee discussed concluding the activities of the State Capital Management Committee and transferring the ownership and management of 19 SOEs to the Government or relevant ministries.
These include major enterprises such as PetroVietnam, EVN (Electricity of Vietnam), and Vinacomin, as well as corporations in sectors like telecommunications, aviation, railways, seaports, and agriculture.
Prime Minister Chinh emphasized the need to separate state management functions from state capital management at enterprises.
He noted that while various models have been employed over the years, the current system still has limitations due to provisions in the Law on Management and Use of State Capital in Production and Business.
Economic growth and strategic SOEs
The Prime Minister set a national economic growth target of at least 8% in 2025, aiming to pave the way for double-digit growth in subsequent years. He instructed ministries, agencies, and enterprises to align their growth strategies with this target.
He also reiterated that reorganizing SOEs must prioritize national interests and ensure state capital is managed and developed optimally to support the country's economic goals.

The Government will directly manage a select number of strategic SOEs, which will serve as key pillars of the economy, support macroeconomic regulation, and carry out critical national tasks.
Other SOEs will be transferred to the management of relevant ministries.
Urgent amendments to the Law on Management and Use of State Capital will be submitted to improve oversight and ensure that ministries focus on creating strategies, policies, and regulatory frameworks.
Improving statistical systems
The meeting also discussed restructuring Vietnam’s statistical system. Prime Minister Chinh emphasized the importance of a unified national statistics body responsible for managing data across all sectors.
Drawing from international models, the proposed system would consolidate all national databases to support evidence-based policy-making by the Party and State.
The Prime Minister concluded by urging the adoption of successful practices and optimal models, with comprehensive reports to be submitted to the Party Central Committee and the Politburo for further evaluation.
