This working group is led by Deputy Prime Minister Le Minh Khai, with Minister of Planning and Investment Nguyen Chi Dung as the permanent vice head, and Finance Minister Ho Duc Phoc and Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung as vice heads.

The group members are leaders of the Government Office, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Industry and Trade, the Ministry of Natural Resources and Environment, the Ministry of Construction, and the Ministry of Transport, the Ministry of Agriculture and Rural Development, the Ministry of Culture, Sports and Tourism, the Ministry of Information and Communications, the Ministry of Justice, the Ministry of Health, the State Bank of Vietnam and the Commission for the Management of State Capital at Enterprises.

Depending on the actual situation, the working group may need the participation of leaders of some relevant central and local agencies or organizations, associations and experts to coordinate and consult in the implementation of the task.

The working group will help the Government and the Prime Minister to research and coordinate to solve important and interdisciplinary tasks in removing difficulties for businesses and people affected by the Covid-19 epidemic.

The working group will receive information and learn about problems of enterprises and people to propose to the Prime Minister solutions for important, urgent, and inter-sectoral issues to remove difficulties for pandemic-hit businesses and people.

The working group will closely cooperate with the Prime Minister's special working group on reviewing and removing difficulties and obstacles and promoting implementation of investment projects in ministries, sectors and localities and advise the Prime Minister to resolve related issues.

The working group will help the Prime Minister direct and coordinate activities among ministries, branches and localities to solve important, interdisciplinary issues in order to remove difficulties of pandemic-hit businesses and people.

At the same time, the working group will propose ways to handle problems of businesses and people within the functions and tasks of the competent authorities.

The group will help the Prime Minister monitor the process of solving problems of enterprises and people under the competence of ministries, branches and localities.

The working group has the right to request ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees to provide information, coordinate in implementation, appoint officials and solve problems under the jurisdiction of that agency; and invite leaders of relevant central and local agencies or organizations, associations and experts to coordinate and consult in performing the tasks of the working group.

The working group is responsible for reporting to the Prime Minister on a monthly, quarterly basis or at request of the group leader or the Prime Minister on the situation, results and progress of solving difficulties for pandemic-hit businesses and people.
