In his meeting with South Korean President Yoon Suk Yeol, Prime Minister Pham Minh Chinh proposed three key initiatives to enhance bilateral relations:  

High-Level Engagement: Both sides should continue promoting delegation exchanges and high-level contacts.  

ODA Support: South Korea should provide large-scale, preferential ODA loans to support Vietnam’s infrastructure development and climate change mitigation efforts.  

Economic Cooperation: The two nations should boost economic and trade cooperation, aiming for bilateral trade to reach $100 billion by 2025 and $150 billion by 2030.

President Yoon agreed with these proposals and expressed readiness to welcome Vietnam's top leaders to South Korea in 2025. He also pledged to instruct relevant agencies to actively collaborate with Vietnam to implement agreements reached during recent high-level visits.  

In his conversation with Japan’s Prime Minister Ishiba Shigeru, Prime Minister Pham Minh Chinh requested Japan to continue offering new-generation ODA loans to Vietnam. He also urged Japan to improve living and working conditions for the Vietnamese community in Japan.  

Prime Minister Ishiba Shigeru agreed to enhance bilateral cooperation across political, economic, trade, and investment sectors. He further committed to providing favorable conditions for Vietnamese residents in Japan.  

During his meeting with India’s Prime Minister Narendra Modi, Pham Minh Chinh outlined three priority areas for deepening the Comprehensive Strategic Partnership:  

Strategic Investments: Encouraging large-scale Indian investments in transportation, logistics, high-tech, oil and gas, and renewable energy.  

Business Dialogue: Enhancing connections between businesses and fostering government-to-business dialogue to resolve issues and explore collaboration opportunities.  

People-to-People Ties: Strengthening cultural and educational exchanges between the two nations.  

Prime Minister Chinh invited Modi to visit Vietnam in 2025 and attend the P4G Summit in Hanoi. Modi emphasized Vietnam’s importance in India’s foreign policy and promised to seriously consider the invitation.

Germany: Prime Minister Pham Minh Chinh and Chancellor Olaf Scholz discussed elevating bilateral relations and addressing regional and global issues to promote peace and development.  

Indonesia: Chinh proposed upgrading the Vietnam-Indonesia Strategic Partnership in 2025, coinciding with 70 years of diplomatic relations, and striving for $18 billion in bilateral trade. Indonesian President Prabowo Subianto welcomed the ideas and emphasized stronger cooperation in bilateral and multilateral forums.  

France: During his exchange with French President Emmanuel Macron, both leaders highlighted the importance of the recent upgrade to a Comprehensive Strategic Partnership. They discussed advancing collaborations in climate action, digital transformation, and AI.
