On October 19, the Mass Mobilization Division of the Dak Lak Provincial Party Committee and the Mass Mobilization Department of Mondulkiri Province held a conference to summarize 3 years of implementing a memorandum of understanding on coordination between the two agencies to strengthen solidarity, friendship, cooperation and development between Vietnam and Cambodia.
Dak Lak is located in the center of Vietnam’s Central Highlands, with a natural area of 13,000 km2, a population of over 1.9 million people belonging to 49 ethnic groups. It shares a 73 km border with Modulkiri province of the Kingdom of Cambodia. Dak Lak’s border area covers four communes, with 38 villages and hamlets, in the two districts of Ea Sup and Buon Don.
Modulkiri Province is located in the northeastern region of the Kingdom of Cambodia with a natural area of 14,288km2. Its administrative boundaries include 4 districts, 1 city, 21 communes and wards, and 92 villages. The province's population is 100,126 people, belonging to 8 ethnic groups. Of its 73km border with Dak Lak province, there are two border districts of Ko Nhek and Patchanda, which border the two districts of Buon Don, Ea Sup of Dak Lak.
In January 2016, the Mass Mobilization Division of Dak Lak and Mondulkiri provinces signed a Memorandum of Understanding on coordination on mass mobilization work. Since then, the two sides have coordinated to implement many practical contents.
According to the conference, in 2021-2023, the two sides have coordinated and effectively implemented the Memorandum of Understanding on coordination on civil mobilization work.
The two sides discussed and agreed on a coordinated program for 2024 - 2025 with the following contents: Continuing to well implement the contents of the above Memorandum of Understanding; giving advice to leaders of Dak Lak and Mondulkiri provinces in mass mobilization work, particularly the task of mobilizing people living in the border areas to build friendly and traditional relationships and building a border line of peace, friendship, cooperation and development.
At the same time, the two agencies will create conditions for the armed forces units, the Fatherland Front and the Youth Union, the Women's Union and friendship organizations of the two provinces to do well the work of people-to-people diplomacy and other contents in the memorandum of understanding.
Speaking at the conference, Party Secretary of Dak Lak Province Nguyen Dinh Trung emphasized that leaders of the two provinces had directed and implemented coordination work to achieve many important results and contents.
Specifically, the two sides have regularly exchanging information with each other on issues of mutual concern, especially promptly exchanging information about plots and sabotage tactics of hostile forces that intend to divide their good relationship in order to destabilize the political security, social order and safety of each side; jointly organized many propaganda activities to mobilize people in the border areas to preserve the traditional friendship relationship, working together to build a border of peace, friendship, cooperation and development. The above actions have important and practical significance, contributing to strengthening the close neighborly solidarity relationships between the leaders and people of the two provinces to a new level.
Mr. Thang Savun - Head of the Mass Mobilization Division of Mondulkiri province - expressed his joy and warmly praised the results that the two sides had achieved after 3 years of implementing the cooperation agreement on mass mobilization work. At the same time, he proposed that agencies and departments, especially the armed forces and border districts of the two provinces, to actively coordinate and promote activities to make the cooperation program more effective. He also suggested that the leaders of the two provinces continue to pay attention and create conditions for cooperative activities between the two sides to become more effective and the friendly relationship to develop to a new level.
At the conference, the two sides agreed to sign the coordination content for the period of 2024 - 2025 with the following contents: Continuing to well implement the contents of the above Memorandum of Understanding; giving advice to leaders of Dak Lak and Mondulkiri provinces in mass mobilization work, particularly the task of mobilizing people living in the border areas to build friendly and traditional relationships and building a border line of peace, friendship, cooperation and development.
