Resolution 57, a breakthrough policy for advancing science, technology, innovation, and national digital transformation, was highlighted by Minister of Science and Technology, Huynh Thanh Dat, as a critical agenda for implementation and communication.
At the quarterly press conference, the Ministry of Science and Technology (MoST) shared its progress in formulating and improving policies and legislation in science, technology, and innovation throughout Q4 of 2024.
Building a roadmap for Resolution 57
The resolution, officially titled Resolution 57-NQ/TW, was jointly developed by MoST, the Ministry of Information and Communications (MIC), the Central Economic Commission, and the Central Office of the Communist Party of Vietnam. It was recently submitted to the Politburo as a national strategy for advancing innovation and digital transformation.
According to Nguyen Hoang Giang, Deputy Chief of Staff and MoST spokesperson, the ministries have already drafted a joint proposal for the Prime Minister’s approval to implement Resolution 57. This proposal will guide the government’s action program and is expected to be finalized early this year.
Upon government approval, MoST will coordinate with other ministries to draft specific action plans and begin implementation within the first quarter of 2025.
Legislative reforms and strategic initiatives
In 2025, MoST will focus on revising critical legislation, including the Law on Science, Technology, and Innovation, the Law on Standards and Technical Regulations, and the Law on Product and Goods Quality.
The ministry also plans to roll out a range of initiatives, including national medium- and long-term science and technology programs. These will prioritize strategic and core technologies, such as large-scale data centers and open scientific communities in Vietnam.
High-quality human resource development will be targeted at advanced fields like semiconductors, artificial intelligence (AI), and cloud computing. MoST aims to attract strong research groups and overseas Vietnamese scientists to contribute to the country’s technological advancements.
Minister Dat underscored the importance of strengthening partnerships with developed countries to advance Vietnam’s science and technology sectors. In 2025, MoST will focus on collaboration in fields such as AI, semiconductors, biotechnology, and quantum technology.
Promoting international agreements and economic diplomacy will be crucial for enhancing capacity and technology transfer.
Minister Dat emphasized that effective communication is essential for the success of Resolution 57. Disseminating its breakthrough policies and key tasks will inspire the public and drive the integration of science, technology, innovation, and digital transformation into everyday life.
"Spreading the spirit of Resolution 57 will create new motivations and bring science, technology, and digital transformation closer to society," the minister stated.
