which closely follows the practical situation.

Summarizing the 1-year implementation of the propaganda, dissemination and education of the Law of Vietnam Coast Guard, Deputy Commander of the Vietnam Coast Guard, Major General Tran Van Nam said:

On the basis of the provisions on the duties of the Vietnam Coast Guard (Clause 5 of Article 8) and the content and responsibility for coordination in law propagation, dissemination and education (Clause 6, Article 24), the Coast Guard has advised the Minister of Defense to develop Project No. 8692/ĐA-BQP dated August 12, 2019 on declaring and disseminating the Law on Vietnam Coast Guard for the period of 2019-2023 and reporting to the Prime Minister to sign Decision No. 1059/QD-TTg dated 22/8/2019 which approves and advises to promulgate plans and decide on the establishment of the Steering Committee of the Ministry of Defense to implement the Project under Decision No. 1059/QD-TTg of the Prime Minister.

In practical implementation of the Project on declaring and disseminating the Law on Vietnam Coast Guard in the period of 2019 - 2023, the High Command of Vietnam Coast Guard launched the Competition to learn about the Law on Vietnam Coast Guard in the entire force, attracting the participation of a large number of officers and soldiers.

At the same time, the agencies and units of the Vietnam Coast Guard also promoted the propaganda and dissemination of the Law and documents detailing and guiding the implementation of the Law to all officers and soldiers, and the people in many areas where have stations of Vietnam Coast Guard with many rich and diversified forms, close to the practical situation.

The Vietnam Coast Guard also coordinated with central and local news agencies to propagate and widely disseminate the contents of the Law to the people throughout the country; stepped up the signing, expanded the implementation of the program "The Coast Guard accompanies fishermen"; well carried out the mass mobilization campaign called “The Coast Guard with ethnic minority and religious people"; organized 96 propaganda sessions on the Coast Guard Law, regulations against IUU fishing, skills to find fishing areas, search and rescue skills and communication channels, hotlines for reporting incidents at sea for 24,502 officers, people, fishermen, students and 980 boats and ships in the areas; distributed 19,920 leaflets to propagate the law to all subjects...

Five contents, solutions for the new situation

It is forecasted that the world and regional situation will see many changes, unpredictable complicated developments, new situations on traditional and non-traditional security issues at sea; acts of infringing upon sovereignty of sea and islands, criminal activities, smuggling, trade fraud, unsafety of navigation, the increase of pollution of the marine environment... ,

According to Major General Tran Van Nam, as the people's armed force, a specialized force of the State, the core of law enforcement and protection of national security, order and safety at sea, the Vietnam Coast Guard must assume the responsibility and tasks that are more and more difficult.

In order to continue to thoroughly grasp and effectively implement the Law on Vietnam Coast Guard, to meet practical requirements in the coming years, the Vietnam Coast Guard needs to synchronously and drastically implement the contents and solutions as follows:

Firstly, continuing to thoroughly grasp the views, policies of the Party, State and Central Military Commission on national defense and security missions, foreign affairs, international cooperation and the Coast Guard’s missions in activities of protecting national sovereignty and security, maintaining order and security all over the seas and islands of the country.

Always upholding the spirit of vigilance, readiness to fight, strictly complying with regulations, orders, regulations on the management of soldiers and discipline, and the internal rules of the unit; strengthening patrol, control, well maintaining the on-duty regime on key water areas; being acute in performing tasks; improving the capacity of managing the sea situation, timely grasping, accurately forecasting the situation of security and sovereignty at sea to proactively do well the advisory work for heads of all levels, not to be passive in dealing with unexpected circumstances in all situations at sea.

Secondly, focusing on leadership and giving direction to Coast Guard agencies and units to improve capacity and quality of grasping, evaluating and forecasting violations and crimes at sea, especially in key areas and key sea routes].

To closely combine prevention and fighting tasks, in which prevention is the main thing; combine between patrol, inspection and control to protect sovereignty and fight against violations and crimes; between the fight against violations and crimes and internal protection. To well perform the work of coordination and co-ordination with agencies, units and functional forces operating at sea such as the Navy, Border Guard, Fisheries Surveillance, Police, Customs, and coastal military zones. .. promote synergy, improve quality and efficiency of protection of sovereignty, national security, order and safety at sea.

Officers and soldiers of the High Command of Coast Guard Region 4 distributed leaflets, propagated and disseminated law to people in the area where the Vietnam Coast Guard forces stationed.

Thirdly, actively researching and advising competent authorities to continue amending, supplementing and promulgating new legal documents in order to perfect the legal system, creating a favorable legal corridor for the Coast Guard force to perform functions and tasks, firstly focusing on the Criminal Procedure Code; Law on Organization of Criminal Investigation Agencies; Law on Handling of Administrative Violations, Law on International Agreements; Law on Detention and the system of decrees on sanctioning of administrative violations in the branches and fields of state management at sea.

Party committees and commanders at all levels throughout the Coast Guard force continued to promote the implementation of the Project on Propaganda and Dissemination of the Law on Vietnam Coast Guard in the period of 2019-2023, integrating with propaganda, dissemination and education of laws for officials and people, especially in coastal provinces and cities. Propaganda forms and contents must be diversified, practical, easy to understand and easy to remember.

Fourthly, to continue focusing on investment in building new ships and boats, purchasing modern and synchronous technical equipment, in accordance with the specific requirements of the vn Coast Guard force; to prioritize the building of modern Coast Guard ships capable of long-term operations at sea in complicated climatic and weather conditions; promote research and application of science, technology, modern facilities and technical equipment in the implementation of functions and tasks.

Continue to improve the organization and personnel according to the functions, tasks and development of the Coast Guard force, ensuring a tight and solid roadmap, in the "streamlined, compact, strong" direction, suitable with practice; adhere to the motto "Personnel will develop along with the development of equipment and facilities," ensuring sufficient capacity to complete the task; to develop a project on organization and rearrangement of the Center for Professional Skill Training of Vietnam Coast Guard and advise the Ministry of Defense to submit to the Government for approval according to regulations.

Fifthly, promote international cooperation, especially with countries having water areas bordering the Vietnamese waters; bring into full play the hotlines that Vietnam Coast Guard has signed with law enforcement forces at sea of other countries; take advantage of the help, exchange, learn from experience and other international resources to improve capacity, continue to improve the reputation and position of the Vietnam Coast Guard in the region and the world.
