Mr. Truong Tan Thieu, former chairman of Binh Phuoc province, signed a number of decisions which are contrary to the law, causing loss to the state budget and serious consequences.

For example, Thieu allowed the sale of a plot of "golden" land of 6,275 m2 to a private firm at dirt price, not through auction as being regulated by the law.

He also instructed to sell hundreds of hectares of rubber land, forest land for businesses and individuals, causing losses of millions of USD; giving favor for two private firms that did not have sufficient financial capacity to take the project to expand Highway 14, making the road quality worse.

Mr. Lu Ngoc Cu, former Vice Party Chief and Chairman of Dak Lak province, permitted a private firm to plant rubber on an area of 357 ha of upstream forest of Krong Nang, making thousands of local people angry, who then flocked to this area to destroy the forest.

On September 8-9, 2010, about 1,300 people in the district of Krong Nang and Buon Ho town flocked to forest to chop down 487,780 sq.m of natural forest.

Also, Cu gave many projects to another private firm and facilitated his wife to trade in real estate.

Mr. Cao Minh Quang, former Deputy Minister of Health, was accused of borrowing VND2 billion ($100,000) from a pharma company, then asking the Health Ministry’s inspectors to inspect and raise difficulty for this firm.
