He suggested that the local governments, ministries and agencies pay attention to the task of internal political protection, and raise awareness and qualifications of IT staff in general and network security in particular. He emphasized the protection of state secrets in cyberspace.

He also asked these agencies to combine with police forces promptly, to inform the police of abnormalities related to security work, and check and detect, prevent incidents and fix security gaps.

Ensuring order and security before Party Congress

General Tran Dai Quang said the police launched many attacks and campaigns against all kinds of crime in 2015. He noted the increase in the number of cases and the seriousness of the phenomenon of opposing the people on duty in general and the traffic police force in particular in the year.

According to statistics, there were 37 cases of opposing the police in 2016, with nine policemen injured. In the period of 2011 – 2015, the number was 231 cases, with one traffic police officer killed and 76 others injured.

The Ministry of Public Security proposed to amend and supplement the provisions on handling acts against people on duty, increasing penalties on such subjects. At the same time, the competence of the people on duty should be enhanced and they should be allowed to use weapons and supporting tools to protect themselves in case of opposition.

General Tran Dai Quang also recommended strengthening leadership and coordination between the public security forces with concerned forces in analysis, reviews, and forecast of the situation to have timely solutions and measures from the beginning.

At the same time, the police forces need to strengthen dialogue with the people, take initiative to detect problems and prevent bad elements from provoking others to cause disorder, especially before and during the upcoming Party Congress and the National Assembly election.
