Ha Hoa Tien University was built in 2007 with a total investment of VND1.5 trillion (about US$67 million) over an area of 10ha.

It aims to train 20,000 students from Ha Nam Province and the Red River Delta region in different subjects.

However, only a few hundred students enrol in the university each year.

"It is necessary to invest in infrastructure and modern equipment to train highly qualified people who will work for the country's security. However, the state budget is limited, so the revision of the university's purpose is significant," Lieutenant-General Bui Van Thanh, deputy minister of public security, said.

The ministry will continue to invest and upgrade the university over five years.

Mai Tien Dung, secretary of Ha Nam Party, said the new university establishment would help to set up high-tech research centres and train human resource personnel of the highest quality for the region.
