Gia Binh International Airport is expected to ease congestion at Noi Bai Airport once completed.

The resolution covers projects related to the airport, including construction of Gia Binh International Airport, aviation operations facilities, resettlement projects, site clearance support works, and connecting roads.

Under the policy, these projects can begin construction while simultaneously completing investment approval procedures.

Investors will not be required to obtain construction permits under current building laws but must meet all legal conditions for project commencement within six months of breaking ground.

The Ministry of Public Security will select the investor for the Gia Binh International Airport construction under the “special case” provisions of the bidding law, even before the National Assembly approves the investment policy.

The ministry will transfer the entire land area and existing works to the Bac Ninh People’s Committee, which will then hand them over to the selected investor. The investor must reimburse the state budget for expenses incurred by the ministry and provincial authorities for land acquisition, compensation, resettlement, and infrastructure restoration.

The airport project will follow a public-private partnership (PPP) model under a build-transfer (BT) contract, with payment made from the state budget.

The project will not require a formal investment policy decision under PPP regulations. State budget allocation will be handled as for “special public investment projects” under the public investment law.

The Ministry of Public Security will act as the managing and contracting authority, responsible for project preparation, contract signing, and arranging funds to pay the investor under the BT contract.

Other related projects  -  including resettlement, site clearance support facilities, and direct connection roads  -  will also be implemented under PPP-BT contracts, with payment in land. These will likewise be handled under the special case bidding provisions, without requiring PPP investment policy decisions. Approval of each project will serve as the legal basis for land allocation, leasing, or land-use conversion.

The resolution also outlines special mechanisms for planning, environmental, and land-use procedures. It will remain in effect from August 14 until all projects benefiting from these special provisions are completed.
