Laughing balls are actually balloons inflated with N2O gas. Dinitrogen monoxide has been used recreationally since the 18th century. It was used medically in the early 20th century for its anesthetic, sedative, and analgesic effects.

Thuy Van, 31, from Hanoi said that Bui Vien is similar to Ta Hien Street in Hanoi.
