On December 21, the Ministry of Home Affairs hosted a nationwide online conference to review its work in 2024 and plan its initiatives for 2025.

Minister Pham Thi Thanh Tra highlighted 2024 as a pivotal year, serving as a "fast-tracking" period for achieving the objectives set forth by the 13th Party Congress.

The Minister emphasized that this conference provided an opportunity for the ministry to reflect on its accomplishments in 2024, address challenges, and set higher goals for the upcoming year.

Minister Tra reported comprehensive progress across all areas under the ministry’s jurisdiction. A significant achievement included addressing structural issues in administrative mechanisms to facilitate economic development.

The Ministry of Home Affairs submitted the highest number of legal documents for approval compared to other government agencies. Notably, it successfully implemented four of six tasks in salary reform under Central Resolution 27, including raising the base salary by 30%, the largest increase to date.

The ministry also coordinated efforts to reorganize administrative units, upgrading 137 urban administrative entities and establishing Hue as the first centrally managed heritage city.

Over the past month, the ministry intensified its efforts to assist the Central Steering Committee in implementing an unprecedentedly large volume of work related to government restructuring. This included completing critical reports and proposals for submission to the Politburo.

Minister Tra commended the ministry's commitment to building a professional, dynamic, and efficient civil service. This involved reforms in the evaluation and disciplinary processes for public employees, empowering innovative and proactive approaches while reducing administrative burdens.

Efforts were also made to enhance administrative reforms, focusing on public satisfaction, socio-economic development, and innovation. Digital transformation projects linked public employee data with national databases to improve governance.

Challenges and the 2025 agenda

The Minister acknowledged existing challenges, particularly in building and finalizing policies within the ministry's remit. She urged the sector to identify and resolve bottlenecks in policy development promptly.

Looking ahead, Minister Tra emphasized 2025 as a critical year for finalizing reforms under the 13th Party Congress. It marks a preparatory phase for significant national milestones and political events, as well as the operationalization of a restructured political system.

The Minister called on the civil service to adopt a higher level of determination and ambition, urging officials to enhance their expertise and forecasting abilities to address emerging issues effectively.
