VietNamNet Bridge – HCM City residents have better benefited from the faster administrative services provided by non-state agencies despites shortcomings from these administrative procedures.

Nguyen Dai Dong from the HCM City Department of Transport’s Inspection Division said the Division has cooperated with the HCM City Postal Office for a pilot programme that allows traffic violators to pay fines athrough postal services. Violators can receive punishment notices and pay for fines at the Inspection Division (instead of paying fines at the treasury).
Traffic violators can also pay the fines at through the postal services. According to statistics from the Division, the number of traffic violators paying fines through postal services rose from 91.5 per cent in 2017 to 95 per cent in 2018.
“These services can help prevent direct contacts between violators and and the officials from the state agencies that pose administrative punishments on violators,” said Dong.
The administrative reforms are aimed to limit direct contacts between government officials and citizens, preventing harrassments and other negative social acts. To reach this target, state agencies and district authorities in HCM City have conducted administrative procedures through the postal services, and the number of these postal administrative works increased from about 6,500 in 2012 to nearly 3 million in 2017.
In addition, health data of some 80,000 residents were received at home by health care facilities annually in HCM City.
But the largest number of documents through postal services is from the social insurance sector, with about 105,000 retirees receiving their retirment pensions of over VND465 billion per month. Before 2015, retirement pensions were paid by an official at the wards/communes People’s Committees.
In 2018, over one million social insurance documents were sent through postal services. Phan Van Men, head of the HCM City Social Insurance Division, said the number of contacts between enterprises and the social insurance has dropped from 12 – 24 times to one time per year in 2017. This year, 95 per cent of enterprises in HCM City contacted with the social insurance agency through the postal services.
Notary public offices
The launches of private notary services in HCM City has helped not only to enhance the competition between notary offices and to improve the quality of notary services, but also offer more opportunities for clients to select the best services, and to save time (for travelling/visiting notary offices). HCM City currently has 86 notary offices, including seven notary public offices and 79 private notary offices.
The the launch of bailiffs in HCM City has created favourable conditions for citizens to benefit from the state policies. The city now has 11 bailiff offfices who have notified 455,000 documents from courts and law enforcement agencies. However, some of these bailiffs and notary offices have infringed upon the law due to notaries’professional incompetence.
The HCM City Department of Justice has required relevant agencies to explain the values of legal statements to people concerned when these reports are drawn up.
Bailiff offices are also told not to notify events and action related to the real estate sector.
