The Politburo has released Resolution 57 on groundbreaking solutions to develop science, technology, innovations and national digital transformation, emphasizing that these are the factors that determine the development level of countries. They are also the prerequisites and best opportunities for Vietnam to develop into a rich and powerful country in the new era - the era of national rise.

It is expected that by 2030, Vietnam will reach high levels in scientific and technological potential and capability, and in innovation which will place Vietnam among the leading countries with higher average income.

Dr Mai Liem Truc, former Director General of the General Department of Posts and Telecommunications and former Deputy Minister of Posts and Telematics, commented that the release of Resolution 57 is the most important event of Vietnam’s IT (information technology) industry in 2024. 

As a member of ThinkTank policy advisory group, Dr Mai Liem Truc is still surprised by the rapid issuance of Resolution 57, with Party Chief To Lam directly holding the post of Head of the Central Steering Committee on Science, Technology, Innovations and Digital Transformation.

“In fact, it is the manifestation of the second renovation that we have been longing for 10-15 years. The second renovation has a new name: the new era, the ‘era of national rise’. This is a very good slogan,” Truc said.

Commenting about the significance of Resolution 57 for the development of information and communications, Nguyen Phong Nha, deputy director of the Authority of Telecommunications under the Ministry of Information and Communications (MIC) said with Resolution 57, said Vietnam’s telecommunications infrastructure will receive high attention and investments in sync with other fields.

From the perspective of a businessman, Nguyen Tuan Huy, head of MobiFone’s digital transformation division said Resolution 57 is the Politburo’s right decision.

The resolution said Vietnam will reserve 2 percent of GDP for research and development, and 3 percent of the nation’s budget for innovations, science and technology, and digital transformation. Reasonable investments will be made to put Vietnam among top 3 Southeast Asian countries and top 50 in the world in digital competitiveness.

The resolution also mentions the goal of providing 5G coverage nationwide by 2030, and the development of centrally-run cities into smart cities. 

“This proves to be a huge workload. This is a great opportunity for us to deploy 5G. Resolution 57 will pave the way for revolutionary era,” Huy said.

Meanwhile, Nguyen Quoc Khanh from VNPT said with nationwide 5G coverage by 2030 "we will certainly enhance infrastructure construction and development."
