VietNamNet Bridge - After the Hanoi Party Committee asked government agencies in Hanoi to cut programs unnecessary overseas business trips, the city has saved VND81 billion ($4 million) to invest into the new rural construction program, said Chairman Nguyen The Thao.

Speaking at the closing meeting of the Hanoi People’s Council’s year-end session, Thao said this year, Hanoi has implemented 74 of the 81 plans and mechanisms of management in 2011-2013. All investment projects must be based on the general planning orientation.

The Hanoi Chairman said the city has revoked 807 hectares of idle land of 7 organizations and is considering recovering another 49 hectares.

For the projects that have completed financial obligations but are not been carried out yet because of the current economic difficulty, Thao asked the central government to have reasonable policies for them.

To save enterprises in the current difficult situation, Chairman Thao said the city would continue implementing capital and interest rate support solutions, making breakthroughs to remove the "vicious circle" between banks and businesses.

Given that expanding the domestic market and encouraging consumption, especially the consumption of made-in-Vietnam products is a radical solution, Thao called enterprises to proactively solve inventory goods.

He also emphasized the task of melting the ice in the estate market, including social housing.

Thao said Hanoi would strictly implement the direction of the Government to save public spending--in not buying cars, not build new headquarters, and not to organize unnecessary overseas business trips.

"After The Party Committee requested to cut unnecessary overseas trips, Hanoi has saved VND81 billion to invest in the new rural construction program," he added.

Practicing thrift in budget spending is also important to control inflation, the Chairman said. This content was included in the Resolution of the Hanoi People’s Council this session.

Regarding administrative reform, Thao said 2013 was chosen as the year of "administrative discipline." The city authorities will resolutely handle stagnation of the administration at all levels.

Thao also promised to effectively implement the Law on the Capital City that was recently passed by the National Assembly.
