As per the document, the Ministry required the schools not to collect tuition fee higher than the level ruled by the government in circular No.86/2015/ND-CP . The Ministry also proposed the schools to extend the time of tuition fee collection in order to avoid an increase of CPI.

The ministry also asked the school to limit other kinds of fees besides tuition fee.

The schools must ensure training quality and publicize standards of post graduates, spend budgets transparently so that lecturers, employees and students can supervise schools’ activities.

The ministry also asked chairpersons of provincial people’s committees to enhance supervision to tuition fee collection in schools as per reports to the Ministry.

Schools must exempt tuition fee for children under five in disadvantaged districts since January 1, 2018.

Most of all, the ministry directed preschools and high schools not to collect additional fee. The ministry will impose penalties on violators in collecting fee.
