According to the committee’s 2022 plan, promulgated by Prime Minister Pham Minh Chinh, who is also the committee’s chairman, besides the goals on digital infrastructure, important goals for digital government, digital economy and digital society are also clearly identified.

For digital government, the goal in 2022 is to increase the rate of online public services to 80%; the rate of administrative procedures dossiers processed online to 50%; the rate of digitization of dossiers and results of administrative procedures to 100%; the rate of reports made online by state administrative agencies to 50%; and the rate of state agencies providing full open data by category to 50%.

Regarding the development of the digital economy and digital society, important goals include: the percentage of small and medium-sized enterprises using digital platforms to reach 30%; the rate of enterprises using e-invoices to reach 100%; the rate of enterprises using e-contracts to be 50%; the proportion of e-commerce revenue in the total retail sales to reach 7%; and the percentage of people aged 15 years and over with transaction accounts at banks or other authorized organizations to reach 65 - 70%.

According to the plan, there are 18 tasks assigned to the committee’s members, which include universalizing: smartphones and broadband fiber optic cables to the entire population; an electronic identity to the entire population; network information safety and network security for all people; electronic health records of the entire population; online teaching; digital transformation in small and medium enterprises; and electronic invoices. And disseminating and raising awareness about digital transformation and digital skills is another goal.

Other goals include: comprehensive promotion of all digital payment methods; e-commerce and digital commerce development; smart urban planning; development of a reporting system; increased spending on scientific research for digital transformation; putting into operation an agricultural database; developing a national database on cadres, civil servants and public employees; coordination of data development, connection, and sharing; and coordination of the development and use of digital platforms.
