General Secretary To Lam and State President Luong Cuong warmly received Singapore Prime Minister Lawrence Wong during his official visit to Vietnam.

General Secretary To Lam emphasized the significance of Prime Minister Wong’s visit, highlighting its role in strengthening and concretizing bilateral relations, marking the beginning of a new chapter in the partnership between the two countries.
General Secretary To Lam stated that Vietnam highly values Singapore not only as a fellow member of the ASEAN community but also as a key strategic partner in Vietnam's development and global integration. He proposed that both sides expedite the formalization of the Comprehensive Strategic Partnership Action Plan for 2025-2030.
He outlined six pillars of cooperation within the Comprehensive Strategic Partnership, stressing the importance of political trust, economic collaboration, human resource training, green energy cooperation, and expanding the Vietnam-Singapore Industrial Park (VSIP) network.
Prime Minister Lawrence Wong expressed his full agreement with these strategic cooperation directions, particularly in consolidating political trust and fostering mutual understanding.
He also emphasized boosting economic collaboration, labor cooperation, and people-to-people exchanges, positioning the bilateral relationship as a model of cooperation within ASEAN.
Enhanced bilateral relations and cooperation

During his meeting with Prime Minister Wong, State President Luong Cuong remarked that the visit marks the first high-level exchange since the two countries elevated their ties to a Comprehensive Strategic Partnership. He noted that this visit is a significant highlight amid various national celebrations in both countries.
President Luong Cuong stressed that Vietnam greatly values its relations with neighboring and regional countries, including Singapore. He called on Singapore to continue supporting Vietnam in human resource development, particularly in training strategic-level leaders.
Prime Minister Wong expressed his admiration for Vietnam’s dynamic development in recent years and reaffirmed Singapore’s commitment to being a reliable partner in Vietnam's socio-economic growth and modernization efforts.
He also highlighted Singapore's readiness to assist Vietnam in achieving its long-term development goals, including becoming a high-income developed nation by 2045.
Fostering mutual support and shared perspectives
Both leaders agreed to deepen bilateral cooperation in defense and security, particularly in combating cross-border crimes, including cybercrime. They emphasized the importance of sharing intelligence and coordinating responses to security challenges.
The two countries also reaffirmed their shared commitment to regional and global stability, advocating for peaceful dispute resolution based on international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). They pledged to uphold ASEAN unity and maintain a common stance on the East Sea issue.
Both sides commended the ongoing enhancement of the VSIP network, with plans to develop VSIP 2.0, focusing on sustainability, innovation, and smart solutions. They also agreed to boost cooperation in clean energy and cross-border payments using QR codes.
