On May 4, the authorities of Soc Trang City informed the families of Mrs. Khuong Thi Xem and Mr. Lam Uong the results of the legal case related to illegal land coercion of nearly 20 years ago. Accordingly, the two households will be compensated with nearly VND1.4 billion, including VND770 million ($28,000) to Mrs. Xem.
"Mrs. Xem died so her son, Mr. Huynh Huu Duc will receive the compensation. The money will be transferred to Mr. Duc and Mr. Uong soon,” said an official of Soc Trang City.
According to Soc Trang’s inspectorate, Mrs. Xem’s family had used 4,000 m2 rent of landlord Doc Ny since 1954. Before the country’s unification (1975,) the family paid the rent fees by rice to Doc Ny. Since 1975, she began to pay land tax to the state, with adequate tax receipts. In 1993, Doc Ny’s daughter in law filled a lawsuit against Xem to claim back the land.
From 1995 to 1997, the People's Committee of Soc Trang town revoked the land three times, by force. Once they forced Xem to remove her husband’s tomb from the land. Her daughter-in-law tried to prevent the land revoking team and was sentenced for four months in prison for causing public disorder.
Next to Xem’s house, 1,000sq.m of land of Mr. Uong’s family was also illegally revoked. This plot of land is now used as the stands to watch boat races in Ward 8 of Soc Trang City.
According to Mrs. Xem’s son, Huynh Huu Duc, after the land was revoked, the family was scattered because of losing land for production.
"Before the Tet holiday, Soc Trang City just agreed to pay over VND500 million ($25,000) of compensation. We appealed against the decision so they increased the compensation by VND200 million," Duc said.
