Social insurance policy - Welfare fulcrum of the people

On May 23, the Vietnam Social Security (VSS) and the Vietnam Post (VNPost) jointly organized the launching ceremony to respond to the month-long campaign that calls for people to participate in voluntary social insurance.

The event was broadcast live in 63 provinces and cities in the country.

The Prime Minister issued Decision No.1676/QD-TTg approving the scheme on comprehensive reform of the content, forms and methods of propaganda for social insurance, which takes place in May as the month of campaigning for social insurance for all people.

To effectively implement the scheme, to encourage people to participate in voluntary social insurance, aiming for the goal of universal social insurance, Vietnam Social Security in coordination with Vietnam Post organized the launching ceremony to respond to the month of campaigning for the implementation of social insurance for all people from the central to the provincial and district levels and on a national scale.

With the theme "Social insurance policy - the welfare fulcrum for workers and the people", the goal of the launching ceremony is to ensure the development of voluntary social insurance participants during and after the launching ceremony, striving to complete the 2020 targets; and to promote the role of social security agencies and post offices at all levels in propagating and mobilizing people to participate in voluntary social insurance.

Vietnam Post - an effective social insurance agent

According to Vietnam Post’s General Director Chu Quang Hao, Vietnam Post has determined that attracting voluntary social insurance participants is not only a business activity but also a major political task ​​entrusted by the Government and the Vietnam Social Security.

Hao said that the Vietnam Post requested provincial and municipal post offices to coordinate closely with social security agencies at all levels to implement programs to promote voluntary social insurance policies as a way to enable the month-long campaign to achieve good results.

In 2019, the Vietnam Post cooperated closely with social security agencies at all levels to successfully organize 14,000 conferences to bring the voluntary social insurance policy to employees and the people working in informal economic sector. More than 276,0000 people participated in voluntary social insurance in 2019. In the first four months of 2020, the Vietnam Post’s network attracted 48,012 people to participate in voluntary social insurance and health insurance system.

"The Vietnam Post must be a pioneer force in propaganda and implementation of social security policies," Hao emphasized.

The Vietnam Social Securities has recently strengthened the dissemination of voluntary social insurance policies through many diverse forms such as via communication channels, the mass media, customer conferences and social networks.

The system of agents collecting social insurance, health insurance and collaborator networks has been expanded to each commune, ward and town, evenly to every village, hamlet and residential quarter, creating favorable conditions for the people to have access to and participate in voluntary social insurance. The Vietnam Social Security agency currently has over 12,400 agents collecting social insurance and health insurance premium with over 37,300 collection points and over 52,200 employees to serve people participating in voluntary social insurance in a timely and most flexible manner.

According to statistics of the Vietnam Social Security, in 2017, before the issuance of Resolution No.28-NQ/TW, the number of people participating in voluntary social insurance was 224,000 (an increase of more than 20,300 people, corresponding to an increase of 10% compared to 2016). After Resolution No.28-NQ/TW was issued, the number of people participating in voluntary social insurance rose to over 277,000 (an increase of more than 52,900 people, equivalent to an increase of 23.6% compared to 2017). By 2019, the figure was nearly 574,000 (an increase of 296,700 people, equivalent to an increase of 107.1% compared to 2018, accounting for 1.17% of the labor force in working age). Notably, the number of people who began to participate in voluntary social insurance in 2019 was equal to the total number of people participating in voluntary social insurance of the previous 11 years.

The impressive growth of the number of people participating in voluntary social insurance in 2019 shows that the voluntary social insurance policy is increasingly asserting the position and role of ensuring social security for the people of the Party and the Government.
