Humanity month aims to support 70,000 disadvantaged people in May

The Vietnam Red Cross Society will launch the Humanitarian Month in May, with the aim of supporting 50,000 to 70,000 disadvantaged and vulnerable people.

The programme will include the provision of free health check-ups and treatment for people living in difficult circumstances, blood donation campaigns, and training on first-aid knowledge and skills on disaster preparedness and response.

The event, which is part of the activities to celebrate the World Red Cross and Red Crescent Day 2018 (May 8), is designed to contribute to realising the Party and State’s social welfares policy and promote compassion and kindness in society.

It also seeks to call on the responsibilities and further participation of agencies, organisations, businesses, and people from all walks of life in humanitarian projects.

Vietnam to launch new satellite to serve fishing industry in 2018

A new satellite designed by Vietnamese engineers is scheduled to head into space by the end of this year, collecting data to serve the country's fishing industry.

The satellite, MicroDragon, is a product by a Vietnam Space Center (VNSC) team with Japanese technical support. The center has sent 36 engineers to satellite technology masters courses at five Japanese universities since September 2013. They have designed, manufactured and tested the satellite during the courses.

MicroDragon is a 50x50x50 centimeters (19.6 inches) cube that weighs about 50 kilograms (110 pounds). Once in orbit, it will monitor coastal waters and locate fisheries resources to serve Vietnam's aquaculture.

Japan’s Epsilon rocket will carry the satellite into space after it receives safety permit from Japanese authorities.

Vietnam sent its first satellite into space in August 2013. The one-kilo PicoDragon operated in space for three months. The country had launched four satellites into space before that, but they were manufactured by foreign companies.

Vietnam has plans to make the LOTUSat-2 satellite (500 kg) by 2022, which upon completion will put Vietnam among the leading countries in the region in terms of space technology, alongside Indonesia and Malaysia, said Pham Anh Tuan, General Director of VNSC.

Appeal trial held for former General Director of Housing Group

The High-Level People’s Court in Hanoi on April 10 began to hear the appeals of Chau Thi Thu Nga, former Chairwoman and General Director of the Land and Housing Construction and Investment JSC (Housing Group), and her accomplices in the case of “swindling to appropriate assets” at the B5 Cau Dien housing project. 

Nga and eight other defendants appealed against the verdict made by the Hanoi People’s Court in the first instance trial that took place from October 2-16, 2017. As many as 189 victims in the case also asked the court to review its decision. 

At the first trial, Nga was sentenced to life imprisonment for swindling to appropriate assets. However, she said that the punishment is too strict and refused to compensate 54 billion VND (2.3 million USD) as ordered by the court. 

The other defendants filing appeals also asked for reduced punishment or suspended sentences.

Nga’s accomplices received various prison terms, including former Deputy General Directors of Housing Group Nguyen Truong Son (six years in prison), Le Hong Cuong (four years), Nguyen Vu Hung (30 months), and Phan Thanh Tuyen (24 months).

Two former Directors of Housing Group Real Estate Trading Floor Nguyen Thi Tinh and Luu Thi Thuy were sentenced to seven years and 36 months in prison, respectively. Former chief accountant of the firm Pham Thi Thu Hanh got 36 months while another former chief accountant Dinh Phuc Tieu was given 36 months’ probation. Former acting chief accountant of Housing Group Doan Thi Thanh Thuy was jailed for 24 months.

Only Dinh Phuc Tieu did not appeal.

The verdict read that Nga knew the adjusted planning of the B5 Cau Dien housing project had yet been approved and its construction had yet been licensed. She also knew that Housing Group had not been permitted to mobilise capital paid in advance by those who wanted to buy apartments in the project. 

However, Nga, together with the nine accomplices, intentionally carried out activities to swindle home buyers to appropriate their money.

Nga and her accessories appropriated over 377 billion VND (16.59 million USD) of 726 home buyers. She returned only 28.7 billion VND (1.26 million USD) to 43 clients.

Up to 475 out of 726 clients sent letters of denunciation to the Investigation Department of the Ministry of Public Security, while others also asked for the refund of their appropriated money.

Seminar seeks ways to preserve music genres of ethnic minorities

A seminar was held in Dak Lak on April 10 to discuss ways to preserve traditional music genres of ethnic minorities in the central and Central Highlands regions.

The seminar was designed to review the preservation of traditional music genres in the regions as well as the implementation of policies in the field. Based on the results, suitable orientations and measures were put forth to prevent traditional music genres of the central and Central Highlands regions from falling into oblivion in the modern life.

Participants heard reports on distinct features and values of musical genres by cultural researchers, music teachers, and musicians from Thua Thien-Hue province in the central region and the Central Highlands provinces of Gia Lai, Lam Dong, and Dak Lak.

Researcher Vinh Phuc from the Hue Academy of Music talked in details how to pass down the Central Highlands region’s Gong music to next generations. Others analysed the preservation on the perspective of policies targeting ethnic musicians or introduced the building of a new music environment as a potential solution.

The seminar was part of a national project on the conservation and promotion of traditional music genres of ethnic minorities.

Đắk Lắk to build more solar power plants

Đắk Lắk Province plans to build 18 solar power plants by 2020. 


The Central Highlands province of Đắk Lắk plans to build 18 multi-billion dollar solar power plants by 2020.

The province has granted approval to four investors for the construction of four of the 18 solar power plants in Ea Súp District.

The investors include Long Thành Đắk Lắk Investment Joint-Stock Company, Xuân Thiện Co Ltd based in Ninh Bình Province, Việt Nam’s dairy company TH True Milk Group, and US power group AES Corporation.

Phạm Ngọc Nghị, chairman of the province’s People’s Committee, said that the other 14 solar power projects would help meet the goals of the national project on renewable energy by 2020.

“The solar power projects will greatly contribute to the socio-economic development of the province’s Buôn Đôn and Ea Súp districts,” he said.

The facilities will be built on 7,494ha of deforested land or land that has not been effective for agricultural and forestry projects.

Nghị said that the hydroelectric lakes of Buôn Kuốp and Sêrêpốk hydropower plants would be useful during construction of the plants.

Electrical warehouse catches fire, no casualty

Firefighters and residents try to extinguish the fire. 


A warehouse of a household appliance company in the central province of Ninh Thuận was burnt down on Sunday. No casualty was reported.

The fire broke out inside the warehouse at some 8pm on Sunday.

The warehouse’s owner and neighbours tried to extinguish the fire with mini fire extinguishers without success.

Dozens of firefighters and fire trucks were deployed to the scene. They got the blaze under control in two hours.

A truck, several pieces of furniture, electronic parts and household appliances were burnt down by the time the firefighters arrived.

The fire also spread to three adjacent houses but caused little damage.

As the warehouse was located on a major street crossing the stretch of National Route 1A in Phan Rang-Tháp Chàm City, the fire caused traffic congestion for several hours.

The warehouse belonged to Phước Lộc Gia Commerce and Service Company Ltd, headquartered in Ninh Thuận Province. Further investigation is underway. 

Tiến receives more fine after violent activity

The Việt Nam Football Federation (VFF) has temporally banned defender Nguyễn Tăng Tiến of Hoàng Anh Gia Lai for a match because of his violent action in a V.League match last week.

During the match on April 5, Tiến, in an attempt to take the ball, trampled on Hà Nội FC’s midfielder Đỗ Duy Mạnh’s leg.

Tiến received a red card for the foul and was automatically banned for the next two matches.

It meant the 24-year-old will be sidelined for at least three matches. The final decision will be given after the VFF’s Discipline Department receives the test result of Mạnh’s injury.

Tiến also incurred a fine from his club as owner Đoàn Nguyên Đức decided to place him on the bench until the end of V.League’s first leg on June 13.

A delegation from the Vietnam Fatherland Front (VFF) Central Committee led by President Tran Thanh Man on April 9 visited the Mekong Delta province of Tra Vinh to extend greetings to Khmer people on the occasion of the Chol Chnam Thmay – the group’s traditional New Year.

The delegation visited and presented gifts to the Tra Vinh Patriotic Clergy Solidarity Association and veteran revolutionaries from the Khmer ethnic group.

Extending his best wishes to Khmer dignitaries and community on their traditional New Year, Man lauded their contributions to implementing the Party and State’s policy and law, as well as their active engagement in patriotic movements and campaigns launched by the VFF, thus fostering the great national solidarity bloc.

Most Venerable Sok Xane, Vice President of the Executive Council of the Vietnam Buddhist Sangha and head of the provincial Buddhist Sangha, thanked the Party and State’s attention and support to the Khmer community. 

He affirmed that he will continue calling on the community to strengthen solidarity and promote the great national solidarity. 

Chol Chnam Thmay is one of the most important festivals for Khmer people in Cambodia. It usually lasts three days and is celebrated mostly in pagodas. The festival is a demonstration of Khmer people’s aspirations, like many other ethnic groups, to move on from the previous year’s misfortunes and look forward to a promising new year. This year’s event will take place from April 14-16.

At a meeting with the VFF Committee of Tra Vinh the same day, Man hailed the achievements that Tra Vinh has made so far, especially in ensuring social security and poverty reduction.

Home to nearly 320,000 Khmer people, accounting for 32 percent of the province’s population, along with nine religions, Tra Vinh has successfully maintained political security and showed strong performance in ethnic and religious affairs.

He asked the locality to exert more efforts in improving locals’ living conditions, while strengthening the national solidarity bloc.

According to Deputy Secretary of the Tra Vinh People’s Committee Ngo Chi Cuong, last year, the province fulfilled and exceeded all targets for the year. Its economic growth reached 12.09 percent in 2017, the highest rise in the recent four years. The per capital income of locals was 39.1 million VND per year, while 30 out of 85 local communes were recognised as new-style rural areas.

Hoang Sa, Truong Sa exhibition comes to Hoa Binh

A collection of objects and documents affirming Vietnam’s sovereignty over the Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos are being on display in Lac Thuy district, the northern province of Hoa Binh. 

The exhibits include 171 documents in Nom (Vietnamese ideographic script) issued by Vietnamese feudal states from the 16th to 19th century, particularly those from the Nguyen Dynasty, which showed Vietnam early established and exercised sovereignty over Hoang Sa and Truong Sa.

Administrative documents issued between 1954 and 1975 under the South Vietnam Government at the time also affirmed the country’s establishment, exercise and protection of its sovereignty over the archipelagos. 

The exhibition features 65 maps certifying that the Hoang Sa and Truong Sa archipelagos belong to Vietnam, published by Western nations since the 17th century.

The event lasts until April 14.

HCM City aims to detect, treat remaining 20 percent of TB patients

Free X-rays for people at high risk of contracting TB are provided by a project administered by the HCM City Public Health Association with ​Pham Ngoc Thach Hospital, the Friends for International Tuberculosis Relief, IMPACT TB, and the EU. 

The Ho Chi Minh City Department of Health has instructed health officials in all districts to visit households with patients who are at a high risk of contracting tuberculosis (TB) and offer testing and treatment, Nguyen Huu Hung, deputy head of the department, has said.

As part of the national strategy on TB prevention, the recent conference reviewed the last two years of TB prevention and detection activities in HCM City.  

The city aims to have only 20 patients with TB per 100,000 people by 2030, according to Hung.

Over the last two years, 16,500 new incidences of TB were detected each year in HCM City, but the figure only accounted for 80 percent of the real number in the community, he added.

More public-private partnerships on TB detection should be established, he said, adding that private health clinics should be assisted in obtaining vital equipment for TB patients.

To reduce the number of patients who give up on treatment and to avoid drug resistance, more private health clinics should be given assistance in obtaining equipment and medicine, Hung said.

Dr Nguyen Huu Lan, head of HCM City’s TB prevention programme and director of Pham Ngoc Thach Hospital, said the city will pilot a programme to reduce the number of TB cases to zero by 2030.

The city now has 14 Gene X-Pert machines which can rapidly diagnose TB at a 90 percent accuracy rate.

Lan said that investment, however, was still low for TB research and prevention as well as treatment.

He said the government should spend more money, and that cooperation between the TB prevention programme and one on HIV/AIDS prevention should be strengthened. 

NEU Career Expo 2018 to offer job opportunities for students

The NEU Career Expo 2018 will be held by the National Economics University (NEU) on April 15, serving as a meeting place for businesses and students of economics.

According to Vice President of the university Pham Hong Chuong, about 40 firms and organisations have registered to participate in the event. They are set to recruit nearly 2,000 workers in various fields such as personnel, audit, finance-banking, marketing and business administration, among others.

The event aims to create favourable conditions for students to seek career opportunities and meet the demands of businesses and labour market. A series of seminars will be held during the event with the participation of well-known speakers from major domestic and foreign firms. 

At the NEU Career Expo 2018, participants could also join a reality programme of the Vietnam Television, which aims to provide soft skills for students.

The event will take place at the university from 7.30am to 4pm.

No Vietnamese harmed in car crash in Germany

German police blockade the site of the crash 


As of April 9, Germany’s relevant agencies confirmed no Vietnamese citizen among victims in the car crash into a crowd in the western German state of Nordrhein-Westfalen.

Following the incident, which took place in Münster city on April 7, the Vietnamese Ministry of Foreign Affairs has directed representative bodies of Vietnam in Germany to work closely with local authorities for updated information on the case. Under the direction, if any Vietnamese citizen is reported among the victims, citizen protection will be promptly underway.

On April 7, a mini-bus was driven at high speed into a crowd in the downtown of Münster city, leaving three people dead and more than 30 others injured.

Local police said that the driver killed himself with a gun.

According to State Minister of Internal Affairs Herbert Reul, the driver is believed to be a German national, 49, who was not an extremist and had mental issue. However, a terrorist attack was not ruled out. Security has been tightened in Münster and other cities.

Tuyen Quang to relocate 95 households in landslide-prone areas

The northern mountainous province of Tuyen Quang will disburse 2 billion VND (88,000 USD) to move 95 households living in landslide-prone areas to safe places before the rainy season comes.

The relocation of the households aims to minimise damages caused by natural disasters and contribute to the province’s efforts to reduce poverty, protect the environment and ensure security and defence.

The resettled families include 13 households in Lam Binh district, 20 in Na Hang district, 21 in Chiem Hoa district, 16 in Ham Yen district, 13 in Yen Son district, 7 in Son Duong district and 5 in Tuyen Quang city.

A total of 18 households in Lam Binh, Ham Yen, Yen Son and Na Hang have been relocated to date. 

The province requested the city and districts to review and determine the levels of financial support for households to be evacuated and provide them new jobs to soon return to normal life.

Vietnam Festival in Japan’s Aichi prefecture has become one of the most attractive festivals in the locality as it attracted nearly 200,000 visitors over the past two days.

The “Vietnam Festival in Aichi 2018 - Ho Chi Minh City’s Integration and Development” took place at Hisaya Odori Park, Nagoya city, from April 7-8.

An array of festivities was held during the fesival, including a photo exhibition showcasing Ho Chi Minh City’s images, traditional art performances and cuisine introduction. 

Attending the event, Chairman of the Ho Chi Minh City People’s Committee Nguyen Thanh Phong noted that the festival was a vivid illustration for the fruitful relations between the two sides.

He expressed his hope that the festival would bring exhilarating experiences of economy, culture, art and tourism in Vietnam in general and those in Ho Chi Minh in particular to Aichi residents, helping tighten cooperative ties between the two localities.

Meanwhile, Governor of Aichi prefecture Hideaki Omura stressed that the Vietnamese southern largest economic hub and Aichi prefecture inked an agreement to set up friendship and cooperative relations in 2016. 

Among 200 Aichi firms operating in Vietnam, 70 of them landed investment in Ho Chi Minh City and there are 23,000 Vietnamese people living and working in the Japanese prefecture.

Head of the festival organising board Noriko Hirose wished that the festival would help bring Vietnamese images closer to local residents.

Vietnamese Association in UK to focus on cultural exchange

The Vietnamese Association in the UK elected a 25-member executive board, including one President and four Vice Presidents during its eighth Congress in London on April 8. 

Speaking at the event, Vietnamese Ambassador to the UK Tran Ngoc An called on the Vietnamese community to stay united to help Vietnamese young generations accustomed to homeland culture via cultural exchange and language learning. 

Delegates listened to the association’s report reviewing its activities over the past five years and outlining future work such as providing consultancy regarding law, health care and housing, and stepping up cultural and sports exchange. 

Vuong Manh Hung was elected as President while Huynh Thanh Phong, Nguyen Minh Duc, Nguyen Quoc Thanh and Nguyen Quynh Anh were Vice Presidents. 

Meanwhile, the annual football championship of the Association of Vietnamese Students in the UK (SVUK Cup), one of the most anticipated events for Vietnamese students across the UK, took place in London on April 7-8. 

Born in 2002, SVUK Cup is the largest sport event of the association. 

This year’s tournament attracted 300 players from 16 teams of 16 SVUK chapters. It was supported by the Vietnamese Embassy and the Vietnamese business community in the UK, together with 45 SVUK chapters in the country.

Friendship gathering celebrates Lao traditional festival

The Vietnam-Laos Friendship Association of northern Thai Nguyen province on April 9 hosted a celebration of the traditional New Year Festival of Laos – Bunpimay – for Lao students in the province.

The event, held at the Thai Nguyen College of Economics and Finance, saw the participation of representatives of the Lao Embassy in Vietnam, local officials and many Lao and Cambodian students studying in the province.

It aims to foster exchange between the foreign students and local peers, and encourage them to explore cultural characteristics of Vietnam and Laos. The event also featured various art performances of the students, including traditional dance of Lao people.

Bunpimay festival is observed on April 13-16 annually to pray for good weather, health, abundant harvests and prosperity.

The number of Lao student in Thai Nguyen has increased over the years. Currently, nearly 2,000 Lao students are studying at 13 high schools, colleges and universities in Thai Nguyen province, compared to only 27 in 2008-2009.

Green chemistry project aims to reduce use of hazardous chemicals

The United Nations Development Programme (UNDP) and the Vietnam Chemicals Agency under the Ministry of Industry and Trade has launched a project promoting the application of Green Chemistry in Vietnam to support green growth and reduce the use and release of Persistent Organic Pollutants (POPs) and hazardous chemicals.

At the project’s inception workshop on April 6, Dao Xuan Lai, UNDP assistant country director and Head of Environment and Climate Change, enphasised that it was the first green chemistry project to be implemented in Vietnam and Southeast Asia with the target of minimising the use and emissions of chemicals that are not on the lists of multilateral environment agreements.

He noted that the project has three objectives: creating a legal environment, raising awareness, and piloting practices that will help reduce emissions and the use of POPs.

"Vietnam is one of the pioneers in POPs issues and has a lot of experience in dealing with POPs left over from the war to the present,” Lai said, adding that that was the reason why the UNDP and GEF expect that Vietnam will lay the foundations as well as give the first lessons and experiments in this field.

The project will be carried out for three years with the support of UNDP and the Global Environment Fund (GEF).

In Vietnam, while the chemical and manufacturing sectors play a very important role in the development of the national economy and in the industrialisation and modernisation of the country, certain chemicals which are potentially hazardous or toxic, their production processes, and products containing such chemicals are causing increasing concern due to their impact on human health, the environment, and ecosystems.

Therefore, the project hopes to create a favourable environment for the introduction of Green Chemistry in Vietnam and its application in production sectors with the purpose of reducing the use and release of chemicals controlled under the Stockholm and Minamata Conventions.

The project will target six industries in Vietnam: chrome plating, pulp and paper, plastics, textile, pesticides, and solvents.

Specific guidance for each industry will be developed and the green chemistry approach will be integrated into relevant legal documents.

Vietnam, Laos honour women’s union activists

The Vietnamese and Lao States have honoured several units and individuals of the women’s unions of the two countries for their outstanding contribution to the traditional friendship and special solidarity between Vietnamese and Laos women and peoples.

A ceremony was held for the purpose in Pleiku city in the Central Highlands province of Gia Lai on April 6, on the occasion of a visit by a delegation of the Lao Women’s Union to Vietnam. 

At the ceremony, Vietnamese Deputy Prime Minister Vu Duc Dam presented the Order of Independence, second class, to Inlavan Keobounphan, President of the Laos Women’s Union (LWU); the Order of Independence, third class, to three Vice Presidents of the Lao union; and the Order of Friendship to 15 outstanding units and individuals of provincial and city LWU chapters.

At the authorization of the Lao Party and State leaders, President of the Laos Women’s Union Inlavan Keobounphan presented the Order of Freedom, third class, to three Vice Presidents of the Vietnam Women’s Federation (VWF), and the third-class Order of Labour to 10 outstanding units and individuals of the provincial chapters of the VWF.

Addressing the event, Deputy PM Dam highlighted the friendship and special solidarity between Vietnam and Laos, in which their women have a special position.

Over the past years, the two nations’ women unions have carried out numerous cooperation agreements with good outcomes in poverty reduction, health care for women and children, and border exchange.

He expressed his hope that Vietnamese and Lao women will continue building on and inspire the traditional friendship between the two nations in the young generations.

Traditional Then singing festival to kick off in May

A festival of traditional then singing, featuring art troupes from 16 provinces and cities in the country, will be held in the mountainous province of Ha Giang on May 13-14.

Then singing is a form of art combining literature, music and dance and has long been a religious and cultural practice of Tay, Nung and Thai ethnic groups in the northern mountainous region of Vietnam during special occasions, such as village festivals. This type of singing is always accompanied by tinh (gourd lute) instrument.

This will be the sixth edition of the National Festival of Traditional Then Singing. The festival aims to honour then singers and artistes as well as preserve and develop the practice of then singing and tinh instrument in modern life.

The festival will provide an opportunity to introduce and popularise unique art forms of the ethnic minorities in the northwest of the country to both domestic and international tourists as well as showcase the tourism potential of the participating provinces, according to the organisation board.

Many activities, including a photo exhibition with the theme “Then-Tay, Nung, Thai, Vietnam Cultural Heritages”, will be held as part of the festival.

Artisans and art troupes from the northern, central and southern provinces, such as Cao Bang, Thai Nguyen, Dak Lak and HCM City, will perform different types of then singing.

Then is performed during significant events, such as prayer ceremonies for peace, good crops and good health, as well as to bring cheer and drive away sorrows.

Then is said to have originated in the late 15th century during the rule of Mac Dynasty. Legend has it that in Mac Dynasty, there were two kings who had special love for music and singing. They developed a handmade gourd lute called dan tinh and established two singing troupes to perform at the royal court. Ordinary people found it interesting and started learning it, preserving this form of singing till date.

Last year, the Ministry of Culture, Sports and Tourism signed a dossier on then singing practice of the Tay, Nung and Thai ethnic groups of Vietnam for submission to UNESCO asking for the singing form’s recognition as part of the intangible cultural heritage.

Long An works to tackle difficulties of RoK firms

Long An authority had a dialogue on April 6 with representatives of business of the Republic of Korea to remove obstacles in their production and business in the southern province.

At the event, the RoK firms such as RIOVINA, Songwol Vina, Yupoong Long An, Shilla Bags International voiced their difficulties relating to electricity, water, production, recruitment and the use of employees, environmental issues and customs procedure.

Long An has made improvements in investment licensing, administrative procedures in construction, natural resources and environment, they said, suggesting the province keep local firms promptly updated on changes to facilitate their implementation.

Local authorities answered questions of the RoK firms and pledged to continue addressing the obstacles facing them.

Long An province is currently home to over 900 FDI projects from 37 countries and territories, with combined registered capital of nearly 5,717 million USD. 

Of them, 160 are from the RoK, worth nearly 600 million USD. The RoK projects are mainly in infrastructure, real estate, manufacturing, apparel, animal food in the key industrial districts of Duc Hoa, Ben Luc, Can Giuoc, and Tan An city.

On the occasion, the Long An authority introduced and called for investments in several key economic projects on computing and electronic assembling and spare parts, marine transport, seaport and logistics.
