Pollution hits households in Hà Tĩnh

A significant number of fish have been found dead recently in Kỳ Anh District, Hà Tĩnh Province.

The deaths were allegedly caused by wastewater from nearby Phú Hà Environmental Ltd Co, Dân Trí online newspaper reported.

According to residents in Kỳ Tân Commune’s Nam Xuân Sơn Village, wastewater from the company flowed into ponds and paddy fields, then flowed to Đá Cát dam which supplies water for agricultural households.

“Not only have the fish died, the trucks carrying garbage for treatment also cause a strong stench. Flies, noxious fumes and bad odour emanating from the incinerators cover the residential area,” Nguyễn Tiến Phừng, a local resident said.

“People have complained to local authorities, hoping to be relocated, but the problem has not been dealt with.”

People have gathered outside the firm’s offices, demanding it stop discharging harmful fumes and wastewater.

Last November, the provincial People’s Committee asked the company to pay compensation and support the relocation of households around the company’s landfill site.

Chairman of Kỳ Tân Commune People’s Committee said that there was a land plot for relocating affected households but they were still waiting for funds from the province.

Corrupt officials are making the fight against smuggling and trade fraud harder to win, heard a meeting on Monday.

Deputy Prime Minister Trương Hòa Bình on Monday requested agencies strictly deal with law violations and corrupt officials and public employees who aid criminals.

He made the request at a meeting held in Hà Nội by the Government’s Steering Committee for Crime Fighting and the National Steering Committee for Prevention and Control of Smuggling, Trade Fraud and Counterfeit Goods.

Deputy Minister of Public Security Sen Lt Gen Lê Qúy Vương reported more than 53,000 social order violation cases were recorded in 2018, and more than 50 per cent of them were criminal cases related to asset appropriation.

Corruption has declined but petty corruption still exists in many fields. Meanwhile, crimes and economic law violations occurred in many sectors, particularly finance, banking, land management, natural resources and project investment.

Smuggling, trading of banned products and cross-border trafficking of goods and money haven’t shown signs of decreasing, he noted, adding that hi-tech criminals have used many new tricks, causing widespread losses. Online gambling has also become serious, involving trillions of đồng.

Vương said police had worked with relevant forces to tackle crimes, while dealing with complex criminal and social order problems in a timely fashion.

At the meeting, many participants said it was of utmost importance to continue enhancing discipline in the fight against smuggling and trade fraud. They pointed out that there remain some officials and public employees with low capacity and degraded morality, which has hampered the fight against crimes, smuggling and counterfeits.

Applauding improvements in the crime prevention and control, Deputy PM Bình said this was a constant task of all ministries, sectors and localities.

He partly attributed the complicated smuggling and trade fraud situation to a lack of responsibility and lax management, even collusion with criminals, of some corrupted officials and public employees. Therefore, he requested inspections be stepped up and petty corruption be eradicated at administrative agencies so trust in officials will not be undermined.

It was also necessary to prevent crimes within authorised forces themselves such as the public security, customs, market management, border guard, coast guard or taxation forces. Officials and public employees who lack responsibility or show signs of committing violations must be strictly handled, Bình stressed. 

Women's Union brings education on the road

This was the fifth time that Hồ Thị Hợi from central Quảng Trị Province’s Đakrông mountainous district has had a baby, but the first time she has decided to not return to work.  

Hợi, 35, said she used to leave her baby at home 10 days after labour to go to the field to work. As the result, her first four babies had to drink rice-water instead of being breastfed, causing them all to suffer from malnutrition.   

But this time was different.

“I decided to stay at home and breastfeed my fifth baby for the first six months after birth and tried to take care of the baby scientifically to prevent malnutrition,” she said.

Hợi is among many women in A Ngo Commune in Đakrông District who have changed their habits and improved their reproductive healthcare thanks to consultancy and information from the provincial Women’s Union.

Over the past few years, mobile information sessions initiated by the Union have made an important contribution to raising awareness, change behaviour and improve the living conditions of many local women by providing them with information, knowledge and help relating to reproductive healthcare.

Being a commune bordering Laos, local women still face many difficulties in their living conditions but each information dissemination session is treated like a holiday.

Local resident Hồ Thị Diệp said: “We are very excited whenever such a meeting is held and we will try to finish our work earlier in order to attend.

“We learn new, interesting and practical knowledge from these meetings to apply to our daily lives, particularly, information relating to productive healthcare, family planning, economic development and social evil prevention.”

Đakrông and Hướng Hoá are two mountainous districts of Quảng Trị that are home to a majority of Vân Kiều and Pa Cô ethnic minority people who live in remote villages. Their living conditions still face many difficulties while their knowledge and awareness is limited, according to local authorities.

With the aim of raising local women’s awareness and eradicating backward customs, the provincial Women’s Union has coordinated with relevant agencies to organise many information activities. 

These activities focus on educating and disseminating information about a wide range of issues, including legal issues, human trafficking prevention, drug prevention and control, reproductive healthcare, domestic violence and child marriage.

To improve the efficiency of these activities, officials of the provincial Women’s Union have paid home visits to provide them with essential information and knowledge.

Local women have actively took part in these meetings and established many clubs and models to support each other or to work together to fight against social evils and customs that are considered behind the times. Many clubs are highly welcomed and participated by local women such as clubs about families without crimes, women and law, legal assistance, and domestic violence prevention.

Hồ Thị Thân, head of the Women’s Union of A Đeng Hamlet in A Ngo Commune, said sessions have helped to raise awareness and improve living conditions.

“They now go to local clinic for health examination and treatment in case of illness or pregnancy instead of staying at home and applying backward customs such as making ceremonial offerings with the hope of recovery. They also know how to take care of family’s health reasonably and contribute to fight against social evils as well as participate in economic development of their own families,” she said.

As a result, issues like human trafficking, sexual abuse, illiteracy, child marriage, cousin marriage and domestic violence have been gradually reduced, according to Thân.

Chairwoman of the provincial Women’s Union Đỗ Thị Lý said these activities have brought in practical results in raising awareness and improving the living conditions of women in mountainous and border areas.

This year, the union will carry out more activities with the theme of “Safety for women in border and ethnic minority-inhabited areas,” she said. Focus will be on child marriage, social evils and “black” credits or loan sharking with the aim of helping local women to deal with their own issues. 

Road investor proposes toll fee exemption during Tết

The Pháp Vân-Cầu Giẽ Build-Operate-Transfer (BOT) Joint Stock Company has sent a proposal to the Directorate for Roads of Việt Nam to exempt road users from tolls on the first three days of the Lunar New Year.

The company director Phạm Văn Khôi said that the exemption aimed to help road users travel during the busy Tết holidays and give toll booth staff three days off.

“With the fee exemption, the time period for the company getting its investment back could be extended,” he said.

Head of the Directorate for Roads of Việt Nam Nguyễn Văn Huyện said that the toll fee exemption was allowed when a heavy traffic accident occurred within 700 metres of the toll station.

Huyện added that the toll fee exemption during the Tết holiday would be allowed if road investors used their money to compensate for tolls they didn’t collect.

Meanwhile, coach operators that regularly use the Pháp Vân-Cầu Giẽ highway applauded the proposal, saying that it would help reduce traffic jams at a key gate to Hà Nội.

Tô Quang Học, director of Phiệt Học Ltd Company, said his coaches usually ran on Thái Bình-Hà Nội route and saw heavy traffic jams at toll stations, especially those located at key gateways into the city.

Học suggested that the toll exemption should be considered pre-Tết and after the holidays when traffic was busier.

The Pháp Vân-Cầu Giẽ BOT project began collecting toll fees from October 2015. It is expected to collect enough money to gets its investment capital back in 17 years.

Two dead, one injured at construction site in An Giang



Two workers were killed and one other seriously injured after falling from a hotel construction project in the southern province of An Giang.

According to initial reports, the accident occurred at around 7 am on January 21 at the construction site at Nui Sam Ward in Chau Doc City. Three workers fell from the fourth floor of the project onto the ground. As a result, two died on the spot, while another was severely injured. 

The two who died are Tran Quang Khai, 39 and Nguyen Thi Be Phuong, 29. The injured was Nguyen Thi Ut, 41. All of the three are from An Giang Province.

Some witnesses said that they heard the collapse of the scaffold and then saw the workers fall to the ground.

Tran Quoc Tuan, vice chairman of Chau Doc City People’s Committee, said that local authorities have instructed an inspection into the cause of incident as well as labour safety at other local construction sites.


New classrooms opened for mountainous children

New classrooms have been built for disadvantaged children in Muong Lat District, Thanh Hoa Province.


The For Vietnamese Smiles Group’s For Children in Mountainous Areas Project aims to help children in 12 northern mountainous provinces.

On January 20, the project's executive committee and Muong Lat District People's Committee opened two classrooms at Loc Ha school site of Nhi Son Commune Primary School. Both of the classrooms are 62.5 square metres and cost VND145m (USD6,200).

This is the fourth educational construction under the project which has helped improve the studying environment for the children. Other projects are in On Village, Muong Lat District, Con Village in Lang Chanh District and Vui Village in Quan Hoa District.

In early 2019, the project will continue to expand and six more classrooms will be built in Tam Thanh Commune, Quan Son District.

Nearly 1,500 winter clothes have also been given to the children in Quang Chieu 1 Primary School, Quang Chieu 2 Primary School, Trung Ly 1 Primary School and Nhi Son Primary School in the Winter Warmth Charity Programme.

The schools suffered great damage during the severe floods in late August and early September last year.

Many individuals and charity groups have shown supports and donated nearly VND160m (USD6,800) to the project.

Cu Mong tunnel opened to traffic

Cu Mong tunnel, which connects the central provinces of Binh Dinh and Phu Yen, opened to traffic on January 21.

Built under the build-operate-transfer form by Deo Ca JSC from September, 2015, it was completed 2.5 months before scheduled time (March 31).

This is one of four key national projects this year besides Cat Linh-Ha Dong railway, Bac Giang-Lang Son highway.

The 6.62km tunnel allows a speed limit of 80km/h. It will take only six minutes to travel through the tunnel. 

Deputy Minister of Transport Le Dinh Tho said that the tunnel would help shorten the travel time between Binh Dinh and Phu Yen, improve the traffic network, ease congestion and traffic accidents.

The tunnel will help with socio-economic development in the central region, he said.

Huynh Tan Vien, Secretary of the Phu Yen Party Committee said, the project will provide favourable conditions for trade exchange and the exploitation of local potentials.

Meanwhile, Nguyen Thanh Tung, Secretary of the Binh Dinh Party Committee, Cu Mong tunnel is important to regional connectivity for economic development.

Deputy PM identifies major tasks for Ministry of Culture, Sports and Tourism in 2019

Deputy Prime Minister set out major tasks for the Ministry of Culture, Sports and Tourism in 2019 at a conference held in Hanoi on January 19.

Reviewing the ministry’s outstanding achievements in 2018, he spoke highly of the outcomes seen from the robust increase of number of visitors, the improvement in tourist services and visa procedure, the building of a safe tourist environment, and the more positive participation of residents and businesses in the ministry-launched programmes.

Mentioning the key tasks for 2019, the Government official asked the ministry to work more actively to discover and honour good people doing good deeds, while standing against bad and social evils in order to promote a healthy lifestyle in the community

Regarding culture and the arts, he requested the ministry to remove obstacles for artists, suggesting the ministry to mobilise businesses, particularly tourist businesses, in supporting art troupes and implementing culture-based tourist activities.

Talking about the preservation of cultural heritages, he attached great attention to safeguarding the traditional heritages of ethnic minority groups, from their languages and writing systems to their customs and living spaces.

In the area of sports, he asked for the promotion of sports practice at schools and in the community and called for sportsmanship in football.

While lauding the impressive results of the tourism sector over the past year, he also demanded a long-term vision to foster tourism activities in line with international standards, while ensuring environment protection and sustainable development.

He also noted that community-based tourism in localities should be effectively managed in order to keep the indigenous culture intact and encourage tourists’ readiness to visit the place again.

Hoa Van Dai Viet seeks to revive ancient Vietnamese costumes

A ceremony was held on January 20 to announce the establishment of Hoa Van Dai Viet Co. Ltd and to unveil a project to revive old Vietnamese costumes from the Ly to the Nguyen Dynasties using graphical technology.

The period costumes will be sketched into vector-based drawings that are true to history.

The project aims to provide accurate knowledge about the designs, materials and aesthetics of the costumes of Vietnamese people in the past.

Its vector-based designs are expected to be applied to a wide variety of fields in the future, such as illustrations about or inspired by period costumes as the foundation for costume restoration, historical drama and comic projects.

The designs of ancient costumes can also be used in products such as statues, dolls, key rings and T-shirts.

Such drawings will be divided into three periods: Ly-Tran Dynasty, Le Dynasty and Nguyen Dynasty and illustrated in both anatomically accurate and chibi art styles to make them more accessible for young people, said Nguyen Thanh Hieu, Director of Hoa Van Dai Viet.

He added that the project will also help the public better understand which costumes were used by whom and for which occasions.

The predecessor of Hoa Van Dai Viet Co. Ltd is a crowd-funded project to recreate ancient Vietnamese patterns by vector drawings with a view to preserving and promoting Vietnamese arts through the ages.

Deputy Prime Minister Truong Hoa Binh, head of the National Steering Committee Against Smuggling, Trade Fraud and Counterfeit (Steering Committee 389), held a working session with authorities of Quang Tri province on January 20 on the province's socio-economic development and smuggling prevention.

In order to prevent smuggling, trade fraud and counterfeit goods, particularly in the upcoming Lunar New Year, the Deputy PM proposed that Quang Tri strengthen the leadership of Party committees and authorities at all levels over the fight against smuggling, trade fraud and fake goods, while considering it an important and regular task.

He also asked functional forces to closely coordinate with each other and regularly patrol and inspect border gates and trails to promptly prevent, arrest and handle cases of smuggling, trade fraud and counterfeit goods.

Local authorities also advised to strengthen cooperation with the authorities and people of Savannakhet and Saravan provinces of Laos, contributing to maintaining a peaceful and friendly shared-border and stabilising local socio-economic development.

In the morning of the same day, the Deputy PM surveyed the prevention of smuggling, trade fraud and counterfeit goods at the Lao Bao international border gate in Huong Hoa district.

He also visited and presented 150 gifts to needy students and households in the district. He conveyed his best New Year wishes to the local people and authorities.

She presented 100 gift packages worth 1.2 million VND (51.65 USD) to needy families and another 100 worth 1.3 million VND to children from disadvantaged backgrounds.

The Vice President called on organisations and businesses to support Tien Giang in building six houses and presenting 300 gift packages at a total cost of 420 million VND to those households living under the poverty line. 

The same day, head of the Party Central Committee’s Commission for Mass Mobilisation Truong Thi Mai presented 50 gift packages to poor workers in the southern province of Dong Nai.

Traditional craft villages in Vietnam are increasingly attracting tourists thanks to the long-standing culture and signature products. Craft village tourism will bring economic benefits, create jobs, and preserve tradition.

Most traditional craft villages are hundreds of years old or even thousands of years old. Moreover, Vietnam has 12 intangible cultural heritages of humanity, more than 40,000 national cultural heritages, and about 10,000 festivals, many of which are in craft villages. 

The Vietnam Craft Village Association has collected opinions of visitors and craftsmen on the actual needs of tourists and the villages’ ability to meet the demand.
 
Luu Duy Dan, Chairman of the Vietnam Craft Village Association, said, “From now until 2023, the Association has set a program of action to link the communities of craft villages, preserve culture, develop tourism, and integrate into the world.

A number of villages has been selected to be included in tour itinerary. They include Bat Trang pottery village and Van Phuc silk village in Hanoi, Dong Ho folk painting village in Bac Ninh province, Doi Tam drum village in Ha Nam province, Non Nuoc fine-art stone village in Da Nang City, and Bau Truc pottery village in Ninh Thuan province. Inter-regional tours have also been developed.

Tran Duc Hai, Director of the Hanoi Tourism Department, underscored the need to develop qualified human resources and encourage villagers to engage in providing tourism services because today visitors to craft villages want to make their own products instead of only visiting or buying craft products as souvenirs.

“Human resources, such as local artisans are very important. They are the ambassadors of craft village tourism. Visitors who learn the distinguished values of the craft first-hand will have an experience of greater significance. The culture of the villages attracts them more. They will surely be interested in hands-on experience. Such services can attract tourists and encourage them to spend more on buying products,” Hai explained.
 
Craft villages are asked to protect, restore, and embellish cultural and historical relics as well as revive and develop folklore. In addition, it’s necessary to diversify products in patterns, designs, and quality and create signature items.

Nguyen Van Truong, Deputy Secretary of the Party Committee of Ha Dong district, Hanoi, said, “Ha Dong district has many craft villages of which one-thousand-year-old Van Phuc silk village is the most famous.

We plan to turn Van Phuc into an international destination. The district has called for investment worth millions of USD to restore the entire system of pagodas, temples, and shrines and rebuild the temple to worship the forefathers of the craft. We have also arranged food, flower, and silk trade streets and adjusted product patterns to meet tourists’ needs.”

Developing craft village tourism is a good way to promote the image of Vietnam, its land and people to the world.


Red Sunday blood donation drive a success


People in Nghe An and Ha Tinh provinces have donated thousands of units of blood in the Red Sunday programme on January 20.

The event was launched by Nghe An Province Red Cross Organisation, the provincial Institute of Haematology and Blood Transfusion and Tien Phong Newspaper. It was also held in other provinces and cities in the central region including Vinh City and attracting thousands of donors.

The local Red Cross organisation have knocked on every door to encourage local people for blood donation. Second Lieutenant Nguyen Duc Tai from the Fire Department in Vinh City donated 350ml of blood. "I hope I can help save other people. My co-workers also participated," he said.

The organisers hope to get 1,500 units of blood in preparation for the surge in demand during Tet Holiday.

Over 1,500 people in Ha Tinh Province also responded to the programme and donated over 386 units of blood.

The Traffic Police Department under the Ministry of Public Security and Honda Vietnam will join hands in implementing traffic safety activities for the 2019-2021 period under a cooperation programme signed on January 21.

Accordingly, the two sides will partner up to organise training courses on motorcycle and car driving for officers and soldiers of the department, as well as municipal and provincial police, along with courses to popularise the Law on Road Traffic. 

They will also exchange documents on driver training, study issues regarding traffic safety, and coordinate with each other in the communication work.

General Director of Honda Vietnam Toshio Kuwahara said that over the past eight years, his company has teamed up with the department to implement training courses for over 2,600 officers and soldiers, and carried out multiple communication activities to raise public awareness of traffic safety. 

Lieut. Gen. Vu Do Anh Dung, head of the department, said apart from training courses for officers and soldiers, Honda Vietnam organised traffic safety programmes for more than 9.9 million students and youths in 2016 and 2017. 

Honda Vietnam has presented nearly 2 million helmets to first graders nationwide during the 2018-2019 academic year.

Science, tech the future for Việt Nam

The Ministry of Science and Technology should raise awareness of the sector’s importance and promote the role of enterprises in 2019, Deputy Prime Minister Vũ Đức Đam has said.

Speaking at a conference of the ministry in Hà Nội on Monday, the Deputy PM emphasised the importance of proper awareness of the role of science and technology for national development.

"We have always said that science and technology is a national policy, a direct production force, but many policies in general have not really considered science and technology as the most important motivation and key for Việt Nam to escape the middle income trap for rapid and sustainable development,” Đam said.

“Awareness of the importance of science and technology does not only mean money or investment capital, but also changes in policy to thoroughly solve the difficulties in administrative procedures, financial mechanisms in scientific research,” he said.

Đam urged the ministry to have policies to encourage private sector to join science and technology activities by allocating funds smoothly and transparently for enterprises and individuals.

“When the tax and financial mechanisms are strong enough, the enterprises will truly be the centre of the national innovation system so they can focus on investment in science and technology and human resource training,” the Deputy PM said.

Noting the establishment of several private research institutes in Việt Nam last year as a good sign, Đam expected to see more internationally-published scientific research and intellectual properties coming from private firms, the connection among research institutes of private enterprises and those of the State and in universities equally so everyone can participate in science and technology research programmes.

Along with that, science and technology products of enterprises, not only products that are supported by the State, should be helped to penetrate the domestic and international markets, Đam said.

"We have had many national product development programmes, technological innovations, but basically there is no policy to encourage and support Vietnamese enterprises’ products to reach the domestic and world markets,” he added.

He asked the ministry to strengthen dialogues with enterprises and business associations to find solutions for obstacles.

Mentioning the insignificant science and technology activities in localities, the Deputy PM urged the ministry to solve problems in 2019, first by setting up a system of data collection and official evaluation on the local capacity of science and technology.

"Until now, local departments of science and technology sector just have information about allocating funds for science and technology activities but don’t yet grasp the technological level of enterprises in the area,” Đam said. “There must be a database to evaluate the real situation of science and technology in localities to have appropriate policies."

He also proposed the ministry to co-ordinate with other ministries and its local departments, saying the ministry should discuss with the Ministry of Education and Training to promote information technology in teaching programmes.

Minister of Science and Technology Chu Ngọc Anh emphasised that in 2019, the ministry would help localities boost innovation and re-adjust national products to complete the tasks in 2019.

In 2018, the Việt Nam had nearly 8,400 international scientific publications compared to 6,202 in 2010.
