A photo exhibition on Vietnamese traditional trade villages opened Maputo, Mozambique, on March 23.

On the display, which runs through March 28, are 20 photos taken by journalist and photographer Le Bich. They feature lively images of traditional handicraft villages in Vietnam’s northern mountainous and delta provinces.

At the opening ceremony, Vietnamese Ambassador to Mozambique Nguyen Van Trung briefed the formation and development of Vietnamese trade villages and theirs economic, trade and tourism values.

The exhibition received a warm response from visitors, including foreign diplomats, representatives of international organisations in Maputo, Mozambican officials, locals and Vietnamese expatriates.

Mozambican students were particularly interested in the ways the handicrafts were imparted to young generations, thus contributing to preserving and developing traditional skills and techniques as well as protecting values of village cultures.

After the event in Maputo, the exhibition will be opened at public places for Mozambicans to visit and get to know more about the land and people of Vietnam.-

Hanoi purchases atmospheric water generators from Israel

The Hanoi Department of Construction and the Water Gen Company of Israel on March 23 inked a memorandum of understanding (MoU) on the advanced technology development in electric-water generators. 

The Hanoi People's Committee has ordered atmospheric water generators from the company, which could create clean water from humidity in the air with a capacity of 25 to 10,000 litres of water per day.

Water Gen has planned to build a factory in Hanoi to produce advanced technology equipment such as atmospheric electric-water generators and water filters to serve the domestic market and other countries, said Michael Rutman, President of the company.

Speaking at the signing ceremony, a representative from the department said the agreement marked the two sides’ efforts to set up a water infrastructure system with a view to providing Hanoi residents with a new clean water solution.

Regional conference: contracts signed for ensuring food security

As many as 49 contracts were signed at the regional conference on food security in Hanoi on March 22-23, said Deputy Minister of Agriculture of the Netherlands Marjolijn Sonnema.

According to the Dutch official, the Netherlands had three major contracts, including its commitment to an investment package worth 150,000 EUR for seafood index building and governance, thereby supporting big seafood firms in Asia, towards the sustainability in aquaculture. 

The Netherlands will also help Vietnam implement a project to reduce post-harvest loss, the country and Vietnam will sign a protocol on enhancing cooperation on food security, she said. 

According to Vietnamese Minister of Agriculture and Rural Development Nguyen Xuan Cuong, the two-day conference focused on measures to promote cooperation among countries to overcome challenges, towards building a sustainable and smart agriculture, contributing to ensuring food security and safety amidst climate change.

Addressing a press conference in Hanoi on March 23, Sonnema affirmed her country, with its experience, expertise, technology and capacity, can help Vietnam build a sustainable agriculture.

She also highlighted great potential for the two countries to enhance cooperate in agricultural development as both sides are exporters of agricultural products, and both are facing with challenges caused by climate change, especially in water management for agricultural production. 

Sonnema was on a visit to Vietnam from March 20-23, during which many events were arranged to boost  partnership between Vietnamese and Dutch enterprises, laying a foundation for strengthening economic and trade links between the two countries in the future.

Meeting marks 25th anniversary of Vietnam-Ukraine diplomatic ties

The Vietnamese Embassy in Ukraine held a meeting in Kharkov on March 22 to mark the 25th anniversary of Vietnam-Ukraine diplomatic ties.

Vietnam Ambassador to Ukraine Nguyen Minh Tri said the traditional friendly ties between the two countries have been developing strongly over the past 25 years and lifted to comprehensive cooperation partnership in 2011.

Ambassador Tri said during the Vietnam war, hundreds of Ukraine specialists came to help Vietnam defend and reconstruct the country. Meanwhile, after a  period studying and working in Kharkov, thousands of Vietnamese youth have returned and applied their acquired  knowledge and skills in their post-war national construction.

The ambassador conveyed sincere thanks to Ukraine State, government and people for their assistance during the national construction and defence process.

Bird flu continues to flare up in Vietnam

The outbreak of avian flu that decimated farmed and wild birds around the globe and in Vietnam in 2016 doesn't show signs of letting up in 2017.

On March 22, the Department of Animal Health announced a new incident of the A/H5N1 strain, this time on a duck farm in the city of Can Tho in the Mekong Delta.  

Hundreds of ducks are being destroyed to stop the spread, say Department officials, adding that other preventative measures are also being undertaken including the use of commercial disinfectants and vaccines.

In addition, the Department has advised all localities in the immediately surrounding area to step up surveillance, stay on the alert for poultry smugglers, which is a major threat to the transfer of the deadly virus in Vietnam.

ADB-funded project helps develop human resources for medical sector

A programme on developing human resources serving the health sector in 2011-2016 proved effective, helping the Ministry of Health establish and fortify key foundations of the medical workforce system, heard a review conference in Hanoi on March 22.

Addressing the event, Health Minister Nguyen Thi Kim Tien highlighted the effectiveness of the six-year programme funded by the Asian Development Bank (ADB), affirming that it achieved nearly all set goals. 

The establishment of a national management system of medical practice registration and licence through an online database system is the prominent result of the project, she said.

With the involvement of 34 hospitals at all levels, 17 universities and colleges nationwide, the project aimed to support the investment and upgrading of medical human resources training institutions as well as the forecast, planning, and management in training.

It contributed to enhancing human resources management and ameliorating financial mechanism, as well as effectively solving issues related to differences in accessing and using high-quality health services among socio-economic sectors. 

The programme supported the construction of 134 new labs and the upgrading of 209 others at the 17 participating universities and colleges. The quality of lecturers in these educational institutions was also improved. 

It also helped improve medical systems in rural and ethnic minority areas, and supported the implementation of the Law on Medical Examination and Treatment and “the strategy on protection and improvement of public health in 2011-2020, with a vision towards 2030”. 

Kim Jong-Nam murder: Vietnamese suspect possibly victim of a set-up - Yonhap

The source claimed that Ri Ji-Hyon, a 33-year-old from the Democratic People’s Republic of Korea (DPRK) suspect in the Kim murder, had tricked Doan Thi Huong, the Vietnamese suspect, into committing the crime.

The Vietnamese woman arrested in connection with the assassination of Kim Jong-Nam, the half-brother of DPRK's leader Kim Jong Un, at an airport in Malaysia may have been the vicitm of a set-up, South Korea's 

Yonhap News Agency quoted an anonymous source as saying on March 22.

Malaysian police say Ri is one of four North Korean men who left Malaysia on March 13, the day Kim Jong Nam was murdered. Interpol issued a red notice, the closest thing to an international arrest warrant, for these men on March 17.

On March 1, Huong, 28, and Indonesian Siti Aisyah, 25, were charged with the murder of Kim Jong-Nam after his assassination at Kuala Lumpur International Airport. Both are facing the death penalty.

Police accuse the pair of having wiped VX nerve agent, a weapon of mass destruction and banned around the world, on Kim’s face at the airport on February 13.

The women claim they thought they were merely taking part in a prank video.

Huong will stand trial on April 13.

RoK accelerates issuance of e-visas to Southeast Asian tourists





The Republic of Korea (RoK)’s Ministry of Culture, Sports and Tourism said on March 22 that the country will start issuing electronic visas to Southeast Asian tourists from May, instead of from the later half of this year as initially planned.

The move is part of efforts to help the local tourism industry buffer China’s ban on group trip sales to the RoK.

The ministry said it will also permit a five-day no-visa entry for Jeju-bound Southeast Asian tourist groups who transfer at the Incheon or Gimhae airports so as to provide them a chance to visit Seoul or other cities in the country.

It added efforts are underway to encourage local airlines to expand routes bound for Southeast Asia and Japan, while paving the way for them to boost partnerships with their counterparts in the Philippines, Taiwan (China) and Mongolia.

The local tourism industry has been hit by a string of trade restrictions by Beijing that came in as an apparent protest against Seoul's stationing of a US anti-missile defence system, or the Terminal High Altitude Area Defence (THAAD), on its soil.

Since March 15, all group tour sales to the RoK have been banned, with Chinese cruises no longer making stopovers at local ports. The tourism industry is on the brink of losing more than half of its Chinese visitors, who make up the bulk of foreigners' spending here.

UNICEF helps Ninh Thuan mitigate disaster risks

A consultation conference was held in the central province of Ninh Thuan on March 22, focusing on measures to enhance cooperation between the locality and the UN Children’s Fund (UNICEF) in fighting and adapting to natural disasters targeting children. 

As part of the project on child-centred disaster risk reduction, the event was joined by Vietnamese experts, those from UNICEF and other international organisations. 

Participants reviewed the implementation of the project and share experience in deploying emergency relief programmes in areas hit by drought and saline intrusion, and mitigating natural disasters. 

They agreed to build the child-centred disaster risk mitigation programme in 2017-2021, focusing on building a better coordination mechanism among involved parties to reduce natural disasters’ effects on children, and improve the capacity of relevant agencies, children and families and social organisations in the work. 

Vice Chief Representative of UNICEF in Vietnam Jesper Moller said the programme will help promote cooperation among parties in the disaster adaptation scheme, towards creating positive changes in protecting, caring and educating children.

He affirmed that UNICEF will continue working with Ninh Thuan to help the province address difficulties caused by climate change and mitigate disaster risks in the coming time.

Praising efforts made by UNICEF in recent time, Vice Chairman of the provincial People’s Committee Le Van Binh pledged to promote programmes including children-related issues in the province’s development plans, and support the child education.

Ninh Thuan has been one of localities hardest hit by climate change, which caused prolonged drought and saline intrusion. 

The prolonged drought from 2015 to the end of 2016 in Ninh Thuan pushed about 54,000 locals to shortage of food and water. A total of 1,050 children suffered from severe acute malnutrition, while 11,000 others aged between 6 to 23 months old were deficient in micronutrients. 

UNICEF has deployed many activities to help the locality deal with the situation, including providing clean water and multi-micronutrient products and treating severe acute malnutrition for women and children who are the most vulnerable to climate change. 

National meeting marks World Water Day

A national meeting took place in the northern province of Bac Ninh on March 22 in response to the UN’s annual World Water Day.

Addressing the event, Minister of Natural Resources and Environment Tran Hong Ha stressed this year’s “Wastewater” theme sends out a message that recycling wastewater could help improve water sources for living things on earth.

Vietnam is located in the downstream area. Two third of its river water resources originate outside the country, making it susceptible to relevant decisions made in upstream countries.

Vietnam’s average domestic water resource is estimated to stand at 3,600 m3 per person per year, well below the world figure of 4,000 m3. Pressures from economic growth and growing population have led to water pollution, degradation and depletion.  

Taking note of the Government’s attempt to boost water resources protection and sustainable use, the minister called for the community’s concerted efforts to tackle environmental challenges in general and wastewater in particular.

Chairman of the Bac Ninh People’s Committee Nguyen Tu Quynh said his province is growing rapidly with significant environmental problems, particularly wastewater from craft business and household activities.

He urged active participation of the whole society in improving and protecting water resources.

Participating international organisations and domestic businesses shared a commitment of collaborating in addressing water resources challenges and striving for sustainability in development.

Belgium assists Ninh Thuan in river basin management

The south central province of Ninh Thuan on March 22 kicked off a Belgian-funded project on improving the river basin management capacity in the context of climate change (PIM).

The project aims to enhance the management of water resources in Dinh River basin, thus contributing to the local economy’s sustainable development amid climate change.

Belgium provides 1 million EUR, while the Vietnamese Government disburses 100,000 EUR for the project, which will be carried out through June 2019.

In recent years, the Belgian Government has provided non-refundable aid for drought-prone Ninh Thuan province to implement water resources-related projects. These projects have substantially contributed to the local economy, improving living standards for locals, and protecting the environment.

Speaking at the workshop to launch the PIM project, Chairman of the provincial People’s Committee Luu Xuan Vinh highly evaluated the Belgian Development Agency’s assistance to climate change response and disaster mitigation programmes in Vietnam, including those on building the water sector’s capacity in Ninh Thuan.

He hoped that the Belgian ambassador to Vietnam as well as ministries and agencies will continue helping to enhance the province’s water resources management capacity and raise public awareness of this issue.

Belgian Ambassador Jehanne Roccas said since 2005, Ninh Thuan has been one of the Vietnamese localities that have received the Belgian Development Agency’s support in irrigation, water resources management and climate change adaptation. She also expected improvements in the targeted areas and local authorities’ effective cooperation in implementing the project.

Israeli President enjoys friendship concert in Hanoi

Israeli President Reuven Ruvi Rivlin and his spouse attended a Vietnam-Israel friendship concert at the Hanoi Opera House on March 22 night as part of his ongoing visit to Vietnam from March 19-25.

The event also drew Israeli Ambassador to Vietnam Meirav Eilon Shahar, Vice President DangThi Ngoc Thinh, Chairman of the President’s Office Dao Viet Trung, Minister of Culture, Sports and Tourism Nguyen Ngoc Thien and Deputy Foreign Minister Vu Hong Nam. 

Addressing the opening, Ambassador Meirav Eilon Shahar said that the Israeli President’s visit is made when the Vietnam-Israel relationship is growingfruitfully with close cooperation in diverse areas.

After 24 years of diplomatic ties, the two countries have become important partners in the fields of State diplomacy, economic cooperation and people-to-people exchange, she noted.

Israel is proud to be a partner of Vietnam in knowledge sharing and technology transfer, with a belief that human resourcesare the key factor for sustainable growth of each country, she said, adding that Israel has provided a number of training courses for Vietnam in various fields, including agriculture, water management, food security, education, and business startup.

Meanwhile, Minister Nguyen Ngoc Thien also highlighted the development ofthe friendship and collaboration between the two countries over the past 24 years in all fields, including culture and art.

Participants at the concert enjoyed performances of conductor and artists from Israel and the Hanoi Symphony Orchestra under the Vietnam National Academy of Music.

Gia Lai week of culture, cuisine and horserace opens

The Gia Lai Week of Culture, Cuisine and Horserace 2017 opened at the Trade Exhibition Centre in Pleiku city, the Central Highlands province of Gia Lai on March 22.

Visitors to the event, the first of its kind, will have a chance to enjoy specialties from three regions of the country and the Central Highlands provinces. 

One of the highlights of the week is an open horserace with the participation of 48 racers from six localities, namely Phu Yen, Ninh Thuan, Khanh Hoa, Binh Dinh, Ho Chi Minh City and the host Gia Lai.

Musical performances and fire camps will also be held, helping visitors immerse themselves into the cultural life of local ethnic groups.

The event, which runs through March 27, aims to promote unique culture and history of the Central Highlands region to Vietnamese and foreigners.

Japanese water education programme launched in Ben Tre

The Japanese water education programme named “Mizuiku – I love clean water” was launched in the Mekong Delta province of Ben Tre on March 22.

In 2017, the programme will be carried out in 30 elementary schools across the country, providing training courses for teachers and students on the role of water and methods to protect and use water efficiently.

The “Mizuiku - I love clean water" programme was initiated by the Suntory Holding Ltd of Japan in 2004. Vietnam was the first country other than Japan to implement this project, beginning in 2015. The programme focused its activities on educating children on the role of water on the planet and raising their awareness on the importance of water resources and water hygiene in daily life.

Speaking at the launching ceremony, Nguyen Long Hai, Secretary of the the Ho Chi Minh Communist Youth Union Central Committee, said that the programme has contributed to environment protection and climate change adaption over the past two years. He expressed his hope that it will raise children’s awareness about the importance of water resources.

After two years, the programme has organised more than 400 classes on the subject of water and 16 festivals with the participation of over 14,000 schoolchildren. It also funded the installation of eight water filter systems and build new toilets at 16 elementary schools.

VUFO hopes to strengthen ties with Argentine cultural institute

Vice President and Secretary General of the Vietnam Union of Friendship Organisations (VUFO) Don Tuan Phonghas affirmed that the union pays great attention to partnership with the Institute of Argentine-Vietnamese Culture (ICAV) and hopes to further promote the ties.

Meeting with a visiting delegation from theinstitute led by President Poldi Maria Sosa Schmidt in Hanoi onMarch 22,Phong affirmed that the ICAV has been a direct and close partner of the VUFO.

Since its establishment 20 years ago, the institute has contributed to the growth of the Vietnam-Argentina relations through activities such as holding photo exhibitions and film screenings, and publishing a bulletin on Vietnam, among others, he said.

Phong held that despite the long distance, the people of the two countries have given each other warmest sentiments.

He recalled the support of Argentina to Vietnam during the struggle for national independence, while noting that bilateral ties have been growing with 23 bilateral agreements. 

Last year, two-way trade reached about 3 billion USD, he said, adding that Vietnam is among prioritised markets of Argentina in Asia.

On her part, Poldi Maria Sosa Schmidt lauded the fruitful cooperation between the VUFO and ICAV over the past years, expressing hope to further strengthen their relations.

She said that her visit aims to deepen the solidarity between Vietnam and Argentina, learn more about the country and people of Vietnam and seek measures to bolster affiliation and mutual support between the two sides in a number of promising areas.

Thua Thien-Hue: ceremony prays for good weather, bumper crops





The central province of Thua Thien – Hue held a ceremony to pray for favourable weather, bumper crops, and peace and prosperity for people on March 22, attracting domestic and foreign tourists and locals.

“Le te Xa Tac” event (worshipping two genies of the wet rice cultivation – Earth and Crop) includes rituals such as incense offering, Genie procession, and royal oration reading.

Director of the Hue Relics Preservation Centre Phan Thanh Hai said the ceremony is important traditional rites in the country, which was observed in Spring annually by feudal dynasties.

Under the Nguyen dynasty (1802-1945), the ceremony was held biannually in Spring and Autumn, and it was listed among the most important events, only after “Nam Giao” worshipping.

As time goes by, the event is now only re-enacted and preserved in the imperial city of Hue and has become a unique cultural feature of the province.

“Xa Tac” ritual was revived in 2008 to serve the Hue Festival. Since then, it is held annually in Spring and draws a large crowd of visitors both at home and abroad.

Hanoi triumph at national finswimming event

HCM City triumphed at the National Finswimming Championships which concluded in Thừa Thiên-Huế on Wednesday.

The team won 13 golds, five silvers and three bronzes after three days of competition. Đà Nẵng came second with four golds, two silvers and four bronzes. While Quảng Bình came in third with three golds, two silvers and five bronzes.

On the last day, Nguyễn Thị Huệ of Thái Bình won gold in the women’s 200m surface with a time of 1:34.80. Tạ Hoàng Minh Anh of HCM City and Trần Thị Trang Diễm were the runners-up with times of 1.37.28 and 1.37.54, respectively.

In the men’s 200m surface, Đỗ Đình Toàn took the lead with a time of 1.24.22. Nguyễn Thành Lộc of HCM City and Đỗ Xuân Thiên of Hà Nam finished second and third, respectively.

In the women’s 100m surface, Trần Thị Hương of Thái Bình brought home the gold with a time of 50.82 seconds. Nguyễn Thị Tâm of Thanh Hóa and Phạm Thị Thu of Hải Dương received silver and bronze, respectively.

The tournament attracted the participation of ninety-five players from 13 teams across the country, competing for 26 sets of medals.

Drama on Uncle Ho performed citywide

A historic play about late President Ho Chi Minh titled Dau Xua (The Leader) was presented at the headquarter of the Party Committee in Binh Chanh District for official by the artists of the 5B Small Theater on March 22.

The play scripted by Nguyen Thanh Binh and directed by Meritorious Artist Tran Minh Ngoc was first staged in 2010 and received awards of the Central Department of Propaganda and Training, Vietnam Artists’ Association, and the Ho Chi Minh City. It  reflects current social issues, such as site clearance, corruption, unclear appointment and others.

The drama was staged again at the Cong Nhan Theater in January with the participation of meritorious artists, Thanh Dien and My Uyen, and actors Le Binh, Quoc Trung, Kim Tung and Viet Hung. Meritorious Artist Thanh Dien is successfully playing the role of Uncle Ho .

After the performance in Binh Chanh District, the play will be staged at universities and export processing zones and industrial parks for students and migrant laborers in HCM City.

Hundreds join walk to raise Earth Hour awareness

Earth Hour Ambassador Thuy Van and hundreds of workers from Hanoi City Power Corporation walked along main streets in downtown Hanoi on March 21 in response to Earth Hour 2017.

The walk was held by the Hanoi Power Corporation, a member of the Electricity of Vietnam Group (EVN), to call on people to together save energy and protect the environment.

Addressing the event, EVN Hanoi Deputy Director General Nguyen Quang Trung said the Earth Hour campaign has won more support from Hanoians since it was first launched in the city. To arouse more enthusiasm from local residents, the EVN Hanoi has held more than 100 meetings at residential quarters, schools and state agencies to talk about saving power, he noted.

Trung added that over 3,000 banners have been placed at public locations while around 100,000 leaflets and 10,000 posters have been given away to raise public awareness on the matter.

The EVN Hanoi plans to switch lights off at public places for one hour from 20:30 to 21:30 on March 25 this year, the EVN Hanoi manager said.

Earth Hour Ambassador Thuy Van, who was second runner-up of Miss Vietnam 2008, spoke highly of the theme of Earth Hour this year – “Turn off the lights, light up the future”. 

Even a small action by an individual like turning off electrical devices when they are not in use or reducing plastic use will greatly contribute to changing climate change, saving energy and protecting the environment, she stated.

Dental health: Experts call for strengthening community awareness

Health experts called for increasing community awareness on oral health and prevention of dental diseases at a meeting organised by the National Hospital of Odonto and Stomalogy (NHOS) on March 20.

Speaking at the event held to celebrate the World Oral Health Day, March 20, NHOS Director Trinh Dinh Hai urged more attention to dental and oral health of the community, especially children.

“Over 90 percent of Vietnamese suffer from dental diseases and 85 percent of Vietnamese children have tooth decay. Many dental and oral diseases can cause nephritis syndrome or joint arthritis," Hai stressed.

“It would be very costly to provide dental and oral disease treatment for the whole community due to the country’s high prevalence rate. Therefore, preventive activities are the most important measure,” he said.

“A pilot project has shown safe and effective results of using fluoridised salt to prevent dental decay of the community in mountainous Lao Cai province since 2011. Expanding the project soon to all provinces and cities nationwide is an important measure in preventing dental and oral diseases for the 90 million people of Vietnam,” Hai said.

He suggested dentists and relevant authorities expand the school dental programme to protect dental health of students and to maintain the fluoridised water supply progamme, which has achieved remarkable results in dental decay prevention in HCM City since the early 1990s.

To mark the day, the health sector will undertake a series of activities nationwide with a focus on strengthening community awareness, especially targeting dental and oral healthcare of children. Dentists will provide free dental examination and consultation to the community, particularly at schools in tens of provinces and cities nationwide.

Several hospitals will provide free surgery to children with cleft lip and cleft palate in the country. NHOS will also donate dental chairs, medical tools and material to 15 primary schools in Vinh Phuc, Son La, Dien Bien and Lai Chau provinces.

A survey by NHOS found that two-thirds of children aged between six and 14 have never undergone a dental check-up. 

Worse still, 100 percent of primary school students are not in the habit of brushing their teeth three times a day. There is one dentist in Vietnam for 25,000 people, whereas in developed countries the rate is one per 1,000-2,000 people.

Artists’ Meeting held in City

A group of 8 artists has joined hands to organize a painting exhibition at the Ho Chi Minh City Museum of Fine Arts.

Exhibits consist of 120 paintings on different materials, such as acrylics, lacquer, oil, and silk, expressing the love for Ho Chi Minh City, describing the world of flowers and the simple things in life.

The group includes artists, Hua Thanh Binh, Ngo Dong, Nguyen Thi Mai, Tran Thuy Linh, Viet Thi Kim Quyen, Nguyen Duy Nhut, Nguyen Thanh Nhan and Nguyen Hong Duc.

They have different backgrounds, work in different fields, use separated materials and styles but share the same artistic mind and love for people and nature.

The event called “Meeting 2017” will run until April 2.
