String of activities mark 85th anniversary of Vietnam Communist Party

A series of activities have been held across the country in the presence of Party and State senior leaders to celebrate the 85th founding anniversary of the Communist Party of Vietnam (CPV) (February 3, 1930-2015).

On February 1, Politburo member and Vice Chairwoman of the Vietnam National Assembly, Nguyen Thi Kim Ngan led a delegation of Party Central Committee members to visit former President Nguyen Minh Triet; former Prime Minister Phan Van Khai; and Senior lieutenant General and Hero of the People's Armed Forces Phan Trung Kien, who are living in Ho Chi Minh City and Binh Duong province. Politburo member Ngan hoped that the former leaders will continue to make further contributions to the nation.

On the same day, authorities of Ho Chi Minh City presented and bestowed the State title of 'Heroic Vietnamese Mother' to 288 women in Ho Chi Minh City. Politburo member and Secretary of Ho Chi Minh City's Party Committee, Le Thanh Hai expressed his deep gratitude to Heroic Vietnamese Mothers and their families for their great contributions to the Party and the national revolution.

In Hanoi, authorities of Phuc Tho district also held a ceremony on February 1 to mark the Party's 85th anniversary and present the title 'Hero of the People's Armed Forces' to six communes in Phuc Tho district in the presence of Vice President Nguyen Thi Doan.

In the hometown of Tran Phu, the first General Secretary of the CPV in Duc Tho district, Ha Tinh central province, the Central Committee of the Ho Chi Minh Communist Youth Union held a forum entitled 'Party with the youth' on February 1. The forum attracted more than 200 youth union members in the province, reviewing the glorious history of the Party and showing the determination of the youth in building a pure and strong Party.

Many other provinces across the country such as Phu Tho, Tuyen Quang, Hai Duong, Thanh Hoa, Nam Dinh and others also held meetings and art performances to mark the founding day of the Party.

Jetstar Pacific opens Ho Chi Minh City - Dong Hoi route

Low-cost airline Jetstar Pacific officially opened a new domestic route connecting Ho Chi Minh City with Dong Hoi in Quang Binh province on February 1.

The new route will operate three flights per week on Tuesday, Friday and Sunday, using a 180-seat Airbus A320 aircraft.

The first flight departed from Ho Chi Minh City at 1:30pm and landed at Dong Hoi at 2pm.

After landing at Dong Hoi airport, Vice Chairman of the Quang Binh provincial People's Committee Tran Van Tuan presented flowers to the first passengers of the route.

The new route aims to meet increased demand and improve trade, investment, tourism, and cultural exchanges between Ho Chi Minh City and Quang Binh, as well as other provinces and cities in the region.

The route is part of Jetstar Pacific’s project connecting seven regions of Vietnam in early 2015.

According to an announcement of Jetstar Pacific, over 7,500 visitors have currently booked tickets for the Ho Chi Minh City – Dong Hoi route.

Young people of Hue join blood donation campaign

Nearly 1000 students from Hue University and members of the provincial youth union joined a blood donation campaign entitled 'Red Spring Festival' in the central province of Thue Thien - Hue on February 1.

The campaign initially collected more than 500 units of blood, and many have signed up to donate during the Tet vacation if more units are needed.

The event, jointly organised by the Hue University Youth Union and the Centre for Haematology and Blood Transfusion under the Hue Central Hospital, was held in attempt to aid patients requiring blood transfusion during the Lunar New Year holiday.

On the side-lines of the event, other activities were also held such as a bicycle parade, a culinary festival, and a space for folk games and dancing.

US helps Vietnam enhance capacity for disaster response

The United States Agency for International Development (USAID) will help the Vietnamese Government improve its disaster management capacity with the development of an incident command system.

The memorandum of understanding was signed on January 29 between Deputy Assistant Administrator of USAID Asia Bureau Jason Foley and Vietnamese Minister of Agriculture and Rural Development Cao Duc Phat.

Minister Phat said Vietnam is particularly vulnerable to climate change and rising sea waters could submerge around 38% of the Mekong River Delta, threatening the lives of 18 million people and one of the world’s largest rice production areas.

He added that the USAID’s support not only helps Vietnamese people reduce the impact of climate change but also helps ensure global food security as Vietnam is among the largest rice exporters in the world.

The agriculture ministry also expects USAID will assist Vietnam enhance its capacity to deal with avian influenza, especially with the risk of the A/H7N9 bird flu outbreak in China spreading to Vietnam.

The signing of the memorandum is part of a wide range of activities to celebrate the 20th anniversary of the normalisation of relations between Vietnam and the United States.

Romal Vietnam investigated for distributing fake appliances

Local authorities initiated investigations against Romal Vietnam Company Limited, a company specialised in distributing European kitchen appliances, for importing counterfeit Chinese appliances branded as European goods to trick customers, according to the newswire Doi Song Phap Luat.

On January 22, the company’s director Nguyen Thi Ninh and her husband Nguyen Huy Tho as well as relevant people were summoned to testify. Simultaneously, local authorities carried out inspections at the company’s retail shops.

At the end of the investigations, authorities uncovered and seized thousands of Chinese products such as induction cookers, microwave ovens, infrared cookers, electric fans and gas stoves, relabeled as European products.  

Notably, the relevant agencies raided a Romal Vietnam retail shop in Hanoi and seized about 185 Chinese products that had been slapped with counterfeit German and Italian labels.

A subsequent raid of a branch office in the central city of Danang led to the seizure of 85 products for the same reason.

Soon afterwards, Ho Chi Minh City police sealed a Romal Vietnam store after the manager locked its doors and fled.

Accordingly, Ninh, Tho and their employees confessed that Romal Company has been importing a massive volume of goods from Wintime Import and Export Trading Limited of Zhongshan company located in Guangdong, China since 2008.

They also confessed to distributing the swapped products via the Romal company and other websites, local supermarkets, shopping centres at many large cities in the country, such as Ha Noi, Bac Ninh, Danang and Ho Chi Minh City.

This illegal business conduct brought massive profits for the company. The average price of a counterfeit European product is VND15 million ($700), 4-5 times as much as a Chinese product. Since 2008 Romal Company has imported a total quantity of goods worth hundreds of thousands of dollars per year.

The Ministry of Public Security is currently investigating this case aiming to launch a crackdown on the company’s violations.

Nearly 1,000 OVs to attend 'Homeland Spring'

Around 1,000 Overseas Vietnamese (OVs) will join the programme 'Xuan Que Huong' (Homeland Spring) 2015 which is scheduled to take place in Ho Chi Minh City on February 7-8.

The information was released at a press briefing in HCM City on January 30 by the State Committee for Overseas Vietnamese Affairs (COVA) under the Ministry of Foreign Affairs.

During the event, the participating OVs will visit Cu Chi tunnels, offer incense to commemorate fallen soldiers at Ben Duoc Memorial Temple, and attend a banquet to welcome the Lunar New Year and talks on OVs’ contribution to national integration and development.

Party and State leaders and OVs will offer incense to Hung Kings at a temple in the National Cultural and Historical Park and to President Ho Chi Minh’s statue at Nha Rong Wharf, and release carps into Tau Hu-Ben Nghe Canal.

State President Truong Tan Sang will attend the Homeland Spring 2015 art performance and convey New Year wishes to OVs.

COVA and the Hanoi People’s Committee will organise a number of activities for OVs who do not have a chance to join the programme in HCM City, such as a tour of Tan Cuong-Thai Nguyen Tea cultural space and Bat Trang ceramic craft village and other activities at the Vietnam National Village for Ethnic Culture and Tourism.

Technical problems cause military helicopter crash

Initial investigations have revealed that technical problems caused the crash of a UH-1 military helicopter that killed all four people on board in Ho Chi Minh City on January 28.

Minister-Chairman of the Government Office Nguyen Van Nen briefed reporters on the accident’s probe at the Government’s regular press conference in Hanoi on January 30.

In response to reporters’ queries on the age of the US-made aircraft, Nen said the chopper, which was produced in 1970, underwent the second major overhaul in the US on July 1, 2012. Its engine could run within 2,400 hours after repair. However, since then the time recorded was only 187 hours.

Investigation is still continuing and the official result will be announced publically, he added.

The helicopter, which was on a training mission, departed from the southern city’s Tan Son Nhat Airport at 7:15 a.m. and disappeared from the radar just eight minutes later.

It was found going down in hamlet 4 of Pham Van Hai commune, Ho Chi Minh City’s outlying Binh Chanh district, which is about 15km west-south west from the airport.

Funeral for military personnel killed in helicopter crash

A funeral for four military personnel who were killed in the January 28 helicopter crash during a training exercise was held in Ho Chi Minh City on January 30.

The crash occurred at 7:23am on January 28 in Binh Chanh district, killing four crew members aboard the UH-1 which belongs to the Air Force Regiment 917 under the Vietnam Air Defence-Air Force Service’s Division 370.

President Truong Tan Sang, Prime Minister Nguyen Tan Dung, Defence Minister Phung Quang Thanh sent wreaths to the funeral.

Politburo member and Secretary of the Ho Chi Minh City Party Committee Le Thanh Hai, on behalf of the city’s authorities and people, expressed profound condolences to families of the deceased.

Following the memorial service, the dead were cremated in Binh Hung Hoa cemetery and buried in their home province of Nghe An.

In honor of their meritorious service, the Defence Ministry agreed to posthumously promote three of them to a higher military rank and raise salary to one another.

Flagpole built on outpost island of Nghe An province

The outpost island of Mat off the coast of central Nghe An province will be home to a 22.6m flagpole serving as the country’s marine sovereignty marker as the construction of this facility was started on February 1.

The pole will have the main side carrying the pole’s coordinates and looking towards the sea. It will be hung with the national flag measuring 4x6m.

The construction costs 1.25 billion VND (over 59,500 USD) and is carried out by the Ho Chi Minh Communist Youth Union Central Committee (HCYUCC) and the Civil Engineering Construction Corporation No.4.

It is scheduled to be completed on the occasion of the 84th anniversary of the establishment of the Youth Union in March.

Mat Island is 24km off the mainland and has an area of 2.2 square kilometres. It holds a great importance in economic development, defence and security of Nghe An as well as Vietnam’s northern central region.

Besides this flagpole, other fours will be built on the outpost islands of Son Duong (Ha Tinh province), Hon Me (Thanh Hoa province), Cu Lao Cham (Quang Nam province), and Son Cha (Thua Thien-Hue province).

The move is expected to help affirm Vietnam’s sea and island sovereignty and improve the public’s awareness of the issue.

Embassy in Canada holds get-together ahead of Tet

The Vietnamese Embassy in Canada held a get-together with the Vietnamese community on January 31 on the threshold of the Lunar New Year holiday (Tet), which will fall in mid-February.

At the event, Ambassador To Anh Dung reviewed the homeland’s development with economic growth pace at 5.6-5.8 percent, FDI topping 20 billion USD, and overseas remittances of about 12 billion USD.

The Vietnamese Government stepped up economic restructuring, administrative reform, investment climate improvement, and negotiation on free trade agreements, he added.

He said Vietnam-Canada relations made forward progress last year, as demonstrated by the signing of a letter of intent defining prioritised cooperation areas for the years ahead during the visit to the North American country by Deputy Prime Minister and Foreign Minister Pham Binh Minh.

Two-way trade is expected to approximate 3 billion USD in 2015, compared to over 2.5 billion USD in 2013, the diplomat noted, adding that Vietnam is now listed in Canada’s trade promotion, development assistance, and education cooperation priorities.

He reaffirmed that expatriates are an inseparable part of Vietnam and the State always creates the best possible conditions for them to integrate into local communities while preserving national identities and contributing to the homeland.

The Ambassador appreciated their contributions to the homeland’s development through investment, trade, and education as well as charitable activities.

At the get-together, participants had a chance to enjoy folk songs along with traditional dishes.

Duyen Hai 1’s first turbine connected to national grid

Turbine No.1 with a capacity of 622.5 MW of the Duyen Hai 1 thermoelectricity plant in Duyen Hai district, the southern province of Tra Vinh was successfully connected to the national grid on January 31.

According to the Management Board of the Duyen Hai Power Centre, the turbine will experience a test run till July 25.

Comprising of two turbines with a total capacity of 1,245 MW, the Duyen Hai 1 plant is expected to generate about 7.8 billion kWh of electricity per year.

Using modern technologies and equipment, the plant is able to meet requirements of productivity, stability and safety in operation, and environmental protection.

The coal-fired power station is one of the four plants forming the 4,308 MW Duyen Hai Power Centre, which has a total investment of 5 billion USD sourced from the Power Generation Company 1 under the Electricity of Vietnam Group.

Covering an area of 878.91 ha in Duyen Hai district, the project includes four coal-fired themo-electric power plants using traditional steam-condensed turbine technology. It is part of the National Electricity Development Planning in the 2011-2020 period and beyond.

Vinh Long farmers expect bumper vegetables Tet crop

Farmers in Vinh Long, one of the main vegetable growing provinces in the Mekong Delta, are busy planting crops ahead of Tet (Lunar New Year) next month and expecting a good harvest.

Bui Thi Hong Tham, who has 2,000sq.m of land under vegetables in Tra On district's Thoi Hoa commune, said she was planting green bean, corn, and various kinds of herbs.

"Thanks to favourable weather, my vegetables are developing well and disease-free.

"I hope to have a bumper harvest and sell the vegetables at a good price."

Tra On farmers are growing of various vegetables like green onion, cabbage, bitter melon, and cucumber on around 250ha, according to local officials.

In Long Ho district, farmers have begun growing vegetables for Tet since last December.

In Long Ho's Phuoc Hau commune, farmers are growing 60ha of vegetables, with the Phuoc Hau Safe Vegetable Co-operative accounting for a fourth of that.

Nguyen Van Xua, a member of the co-operative, said, "I grow cabbages and expect to have a good harvest this Tet.

"The co-operative has trained us in producing safe vegetables."

Nguyen Hoang Quy, deputy chairman of the Phuoc Hau Commune Farmers Association, said, "This Tet the co-operative has contracted to sell vegetables to supermarkets and companies in neighbouring provinces."

The association has also taught farmers techniques to grow clean vegetables, he said.

Tran Thanh Tam, who is growing watermelon for Tet in Long Ho's Thanh Quoi Commune, said, "My watermelons are likely to be harvested five days before Tet."

Last year Tam grew rice at this time.

At the end of last year the area under vegetables in Vinh Long was up 8.2 percent from 2013 at around 48,000ha, according to the province Department of Agriculture and Rural Development.

It attributed the increase to some districts that are suitable for growing vegetables encouraging farmers to rotate between rice and other food crops.

They are advised to grow one rice crop and two others a year or at least one non-rice crop along with two rice crops to earn higher profits, which could be two to five times the amount from just rice.

According to the department, a farmer who grows a winter-spring rice crop and two watermelon crops a year can earn annual profits of 113 million VND (5,300 USD) per hectare.

The rotation of crops also helps improve the fertility of rice fields and reduces the cost of treating rice diseases and pests, agriculture extension officials said.

Under a province plan to restructure agriculture in 2014-20, the area on which a third rice crop is grown will be reduced by 20 percent this year to 148,000ha.

District agriculture bureaus have instructed farmers to grow clean vegetables and co-operate with co-operatives and companies to guarantee outlets for their output.

Corn, soy bean, sesame, watermelon, winged yam have been identified as high-value crops for planting instead of rice.

Nguyen Van Duc, who grows winged yam on 1.3ha in Mang Thit district's Long My commune, said he earned profits of 40-60 million VND (1,900 -2,800 USD) per hectare per year.

"Winged yam does not need much care like rice and fetches higher profits than rice."

Ngo Viet Son, a local agriculture official, said many farmers had switched to winged yam and now the crop was grown on 26ha in the commune.

There were plans to grow the vegetable on 30ha in Long Hoa 1 and 2 hamlets this year, he added.

Noble State title granted to Phu Tho women

Authorities from northern Phu Tho province on February 1 presented the noble State title “Vietnamese heroic mother” to 271 women who made remarkable contributions to the cause of national construction, liberation and development.

Forty-seven of the recipients are still alive. The recognition came in celebration of the 85 th founding anniversary of the Communist Party of Vietnam (CPV) on February 3.

Phu Tho is home to 733 Vietnamese heroic mothers, said Chairman of the provincial People’s Committee Chu Ngoc Anh, who also recounted that over 18,000 locals laid down their lives and 11,593 become invalid during the country’s wars of resistance.

He called on organisations, businesses, donators and individuals to raise funds for building houses for the beneficiaries as well as helping them fully benefit from the social welfare policies.-

Over 4,000 people walk for traffic safety

More than 4,000 people joined a walk in support of traffic safety in Ho Chi Minh City on January 31.

The event was co-organised by the National Committee for Traffic Safety and the Vietnam Federation of UNESCO Associations.

This was the first in series of activities of the Commit Vietnam project to increase public awareness of civilised lifestyle and improve the image of Vietnam.

Vice Chairman of the National Committee for Traffic Safety Khuat Viet Hung said that Vietnam sees a high number of fatalities in accidents, mainly due to poor consciousness of traffic participants.

According to the Ministry of Transport, there were 25,322 traffic accidents nationwide last year, killing 8,996 people and injuring 24,417 others.

Social organisations join legislative activities

Legal experts suggested enhancing the involvement of social organisations in the National Assembly law-making process during a workshop held in northern Vinh Phuc province on January 30.

Articles 9 and 28 in the 2013 Constitution encourage the State to create favourable conditions for the Vietnam Fatherland Front (VFF), its member organisations and other societies to get involved in the design of legislation.

The feedback and response mechanisms constitute an important channel and effective tool for social organisations to voice public concerns over pressing issues such as land property, environmental protection, social welfare, and gender equality.

This will also provide a means for people, especially those from vulnerable groups, to join and examine the implementation of socio-economic policies.

Pham Thi Hoai Giang, deputy director of the Governance for Inclusive Growth (GIG) project highlighted the important role of non-governmental and social organisations in Vietnam in policy making and supporting the Government’s activities.

Participants also pointed out current shortcomings, such as a lack of clear and convenient mechanisms for social organisations to provide feedback on draft laws and normative legal documents.

Recommendations included improving the legal framework, increasing the transparency and publicity of legislative activities, and creating equal opportunities for social organisations to engage in the field.

Vietnam, Laos boost television cooperation

The Vietnam Television (VTV) presented professional equipment to the Lao National Television (LNTV) in Vientiane on January 30 with an aim to help the latter improve its capacity.

The 100,000 USD aid package, including three cameras and spare parts, were within a cooperation memorandum of understanding inked between the two sides in 2014.

LNTV General Director Boun Chao Phichit thanked the Vietnamese Party and State in general and VTV in particular for their assistance to LNTV over the past years.

VTV has supported LNTV in various aspects from infrastructure and equipment to personnel training, which demonstrates the two countries’ comprehensive cooperation, he added.

VTV Deputy General Director Tran Dung Trinh said VTV will continue to help the Lao side build broadcast framework, promote channels, and produce advertisements in the time ahead. It will also give training to LNTV’s staff members from now to 2017.

Tet gifts presented to the poor in Mekong Delta

State officials on January 30 presented gifts to the poor in the Mekong Delta provinces of Ben Tre and Hau Giang as the Lunar New Year holiday (Tet) is just less than one month away.

National Assembly Vice Chairwoman Nguyen Thi Kim Ngan and Ben Tre officials gave 4,800 gift packages to low-income people. The presents, worth over 2 billion VND (95,200 USD), were donated by businesses in Hanoi and Ho Chi Minh City.

In nearby Hau Giang province, President of the Vietnam Fatherland Front Nguyen Thien Nhan presented Tet gifts to poor families and Agent Orane/Dioxin victims in Dai Thanh commune, Nga Bay township.

In addition to the State’s supports, the poor and AO/Dioxin victims in Hau Giang also received more than 66,000 gifts contributed by the public.

Deputy Prime Minister Vu Van Ninh the same day delivered 100 Tet packages to impoverished households and policy beneficiary families in Hoa An commune, Hau Giang’s Phung Hiep district.

During their visits, the officials asked local authorities to ensure a merry Tet for all people, especially disadvantaged households.

Vietinbank builds social welfare facilities in Ben Tre

The Vietnam Joint Stock Commercial Bank for Industry and Trade (Vietinbank) has handed over to the Mekong Delta province of Ben Tre several schools and clinics it built last year for the locality.

At a ceremony on January 30, the bank also presented 400 houses to poor families in the province, which were worth nearly 32 billion VND (1.5 million USD) in all.

The construction was funded by the bank’s profit and its staff’s donations.

Addressing the ceremony, National Assembly Vice Chairwoman Nguyen Thi Kim Ngan lauded VietinBank’s significant contribution to social welfare efforts in the province over the past few years.

She expressed her hope that the bank will continue assisting the province in social welfare initiatives.

Since 2009, the bank has donated over 6.5 million USD in the form of houses for the poor and public facilities to Ben Tre province.

Wind power offers security and sustainability

The wind power development not only contributes to ensuring long-term power security for Vietnam but also promotes green growth by considerably reducing CO2 emissions, according to sector insiders.

With over 3,000 kilometres of coastline and numerous islands within its national boundaries, Vietnam has one of the largest wind power potentials in Southeast Asia with a total estimated capacity of 24,000 megawatts, equal to the combined capacity of all the currently existing thermoelectric plants consuming high levels of imported coals.

Wind power development in Vietnam has been sluggish, in part because the sustainable interests of this energy source are not fully understood coupled with limited technology and high costs, according to energy experts.

Incorporating plans for wind power development in the national power planning strategy through 2020 will help decision-makers understand potential reductions in CO2 emission and the other benefits wind power could offer the nation.

To achieve power security and environmental protection, the Vietnamese Government is focusing on developing clean and renewable energy sources.

Vietnamese energy scientists used the Long-range Energy Alternatives Planning System to simulate the national energy system and forecast the country’s 2030 energy demand with wind power replacing thermoelectric plants, generating the resulting CO2 emission levels.

If plans for wind power development move forward as planned, Vietnam would avoid 10.1 million tonnes of CO2 emissions in 2030, with total reductions from 2010 to 2030 amounting to 66.6 million tonnes.

According to figures from the Ministry of Industry and Trade , Vietnam currently has 48 wind power projects with a combined capacity of 5,000 megawatts registered at different stages and mainly located in central and southern provinces.

Only two wind power projects have thus far commenced operation; one in Tuy Phong district, Binh Thuan with a capacity of 30 megawatts generated from 20 turbines, and the second in the Mekong Delta province of Bac Lieu with 10 turbines producing 16 megawatts.

According to the national power plan through 2020, wind power is being prioritised and encouraged to fulfil the target of installing a combined capacity of 1,000 megawatts by 2020 and 6,200 megawatts by 2030.

Highway 1A expansion inaugurated

The Ministry of Transport (MoT) on January 31 held a ribbon cutting ceremony for what is an important international crossing for the country – the  

upgrade and expansion of the National Highway No. 1A.

This is another historic day for Vietnam made possible by so many individuals dedicated to enhancing economic development, said Deputy  Prime Minister Nguyen Xuan Phuc at the ceremony.

Deputy PM Phuc stressed the project will help reduce congestion and traffic accidents and shorten travel time among the provinces, helping  promote socio-economic development and ensure defence security.

It took two years to construct the VND19,909 billion project, which was completed 12 months ahead of schedule. The section stretching from  Thanh Hoa to Ha Tinh is 315 kilometres with four lanes for four-wheeled vehicles and an additional two lanes for motorcycles.

The 395.5-meter VND190 billion Nguyet Vien overpass project was also inaugurated at the event.

Vietnamese Embassy in Canada celebrates Lunar New Year

The Vietnamese Embassy in Canada held a gathering with overseas Vietnamese in the country on January 31 to mark the upcoming traditional Lunar New Year (Tet).

Ambassador To Anh Dung briefed the participants, including hundreds of Vietnamese expats and Canadian friends, on the country’s current situation and relations between Vietnam and Canada in recent years. He underscored that despites unpredictable development in the world and the region, Vietnam still maintains a sustainable GDP growth rate of 5.6-5.8%, FDI garnering of more than US$20 billion and overseas Vietnamese remittances of around US$12 billion.

Vietnam and Canada made significant progress in bilateral relations last year. During a visit of Deputy Prime Minister and Foreign Minister Pham Binh Minh to Canada, the two countries signed a protocol, identifying prioritized cooperation fields in the coming times.

Two-way trade turnover is estimated to hit US$3 billion in 2015 against the 2013 figure of US$2.5 billion.

Vietnam is listed among prioritized recipients in terms of trade promotion, development aid and international education policies of Canada.

Ambassador Dung stated that the OVs community is an indispensable part of the nation and the Vietnamese State always attaches much importance and creates the best possible conditions for OVs worldwide to integrate into the residing societies, preserve national identities and look towards to their homeland.

He spoke highly of OVs’ contribution to their homeland through investment, trade, education and charity activities.
